MONROE — Kaleb L. Nelson, 21, Monroe, was arrested on a first-offense charge of operating while intoxicated at 9:04 p.m. Feb. 22 in the 800 block of 1st Avenue. He was also cited for no vehicle insurance, possession of THC and drug paraphernalia. He was released to a responsible party.
