The Blackhawk Technical College District Board will hold its joint monthly meeting and its statutory annual meeting (which must be held on the second Monday in July) on Monday, July 13. The meeting will be held at 5 p.m. at the Beloit-Janesville Campus in the District Board Room 2607A, located at 6004 S. County Road G, Janesville, Wisconsin.
District Board members Barbara Barrington-Tillman (reappointed), Crystal Silva, and Steve Townshend (appointed) will sign their oaths of office before the meeting.
The District Board will elect officers (Chairperson, Vice-Chairperson, Secretary, and Treasurer) for the coming year. Other annual business items on which action will be taken will include the designation of date, place, and time for regular meetings of the District Board; designation of the District’s official newspaper; designation of depositories for the BTC District; naming of the Wisconsin Technical College District Boards Association Committee representatives; and designation of legal counsel. Other annual business items not requiring action this year are the designation of the Wisconsin Technical College District Boards Association Board of Directors delegate (designated every other year) and the designation of an auditor.
Under Special Reports, the BTC Foundation Gift report will be reviewed, and a presentation on the Strategic Planning metrics will be given.
The District Board will be requested to approve the Consent Agenda, including the draft of the June 17, 2026, Public Hearing and District Board combined meeting minutes, current bills, training contracts negotiated since the last meeting, grant awards for July 2026, and confirmation of instructional employment contracts issued to two (2) instructors.
Under Action Items, approval of the following: resolution authorizing the Issuance of $4,000,000 General Promissory Notes, Series 2026A, of Blackhawk Technical College District, Wisconsin, nominee for the 2026 DBA Technical Education Champion (TECh) Award, nominee for the 2026 DBA Media Award, and concept review for Building Trades — Carpentry with Embedded Construction Essentials.
Under Policy Review, approval of the revised policy E-343 — Alcohol.
Under Information/Discussion, the Financial Statement will be reviewed, the President will give his monthly report, and staff changes will be reviewed.
