MISDEMEANORS

• Brock Allan Westby Hess, 21, Monticello, was charged Sept. 7 with a Class A misdemeanor count of bail jumping and a Class B misdemeanor count of disorderly conduct after a domestic disturbance on Aug. 5 on South Main Street in Monticello. According to police reports, Hess was involved in an argument with a man when he became angry, swearing at the man before striking him in the face. Hess' actions violated his bond from a previous disorderly conduct case in June. His initial appearance is scheduled for Sept. 26.

• Tina M. Klitzke, 44, Monticello, was charged Sept. 7 with a Class A misdemeanor count of battery and a Class B misdemeanor count of disorderly conduct after an altercation at a Monticello bar on Aug. 20. According to a police report, Klitzke was at the bar when she became loudly "boisterous" and sat on another woman's leg before punching her in the face. Klitzke's initial appearance is scheduled for Oct. 17.

• David Scott Eldred, 52, Monroe, was charged Tuesday with a Class B misdemeanor count of disorderly conduct after he was reportedly loudly swearing at passers-by in the 1300 block of 16th Street in Monroe on Sept. 19. Two of Eldred's neighbors reported that Eldred was sitting in front of his apartment building shouting obscenities at passers-by and threatening to beat them up. One of his neighbors also reported that Eldred demanded that he "give me (Eldred) my baby" and attempted to grab a child when the neighbor passed with an infant in tow. Eldred's initial appearance will take place Sept. 26.
