MONROE — A Browntown woman charged with three counts of felony child neglect has been given a deferred prosecution agreement that calls for probation in lieu of a 12-month prison sentence.
The case stemmed from investigation into a Browntown property that area residents complain is a filthy eyesore in the middle of town — and not safe a place to raise kids. Those arrested as a result of the probe include Brittany L. Boeck, 33, Randy L. Boeck, 66; and Chad D. Olson, 36.
Brittany Boeck’s case was apparently the first of the three related to the incident to be adjudicated in Green County Circuit Court. Last Spring, sheriff’s department officials detailed their initial investigation leading up the arrest:
“On Wednesday, March 4, 2026 at approximately 4:30 p.m., the Green County Sheriff’s Office executed a residential search warrant in the 200 block of W South Street, in the Village of Browntown,” Green County Sheriff Cody Kanable said, in a press release. “The search warrant stemmed from an investigation into suspected child neglect.”
According to the criminal complaint against Boeck, there had been at least three formal complaints; and concern throughout the community about the welfare of the kids.
“…there was fear that the three children, identified as [Victim 3], [Victim 1], and [Victim 2], living at the residence were not being cared for properly and were living in a hazardous environment,” said the criminal complaint. “She further explained that [Victim 1] was highly autistic and they had received reports from [the school] regarding concerns with his hygiene.”
There were also reports of “hoarding” activity at the property and a rat infestation, with video taken of several rats milling about the area amid piles of trash, according to the complaint.
One of the victims, a 14-year-old who is reportedly autistic, was found by authorities on at least two occasions to have had dried feces falling out of his pants and onto the floor. The children were reportedly coming to school smelling of cat urine and other unpleasant odors.
Meanwhile, Randy Boeck has ongoing court cases stemming from an incident involving retail theft. He was found guilty in 2023 of the same crime. In 2025, he faced charges of disorderly conduct and bodily harm or threat to an employee of a health care facility or family. He pleaded no contest to the misdemeanor disorderly conduct charge. The felony charge of bodily harm/threat was dismissed but read in at sentencing.
As part of her ruling in the Brittany Boeck case, Judge Jane Bucher also ordered that she undergo counseling, psychological and substance use assessments; and any follow up services, as needed.
The status of the children’s custody is unknown as of press time. They were evaluated at a local hospital and released following execution of the search warrant on their home.
Meanwhile, Randy Boeck is charged with felony child neglect, misdemeanor possession of THC and possession of drug paraphernalia. His next appearance in court is for a pre-trial conference set for 8:30 a.m. Aug. 25.
Olson is charged with one charge of felony child neglect, and a misdemeanor charge of child neglect. His next appearance in court was set for Tuesday, Aug. 18.
The Green County Sheriff’s Office conducted the investigation in collaboration with Green County Human Services — Children, Youth, and Family unit. Browntown Fire Department, Green County EMS, and the Green County Health Department also assisted law enforcement.
