Woman faces murder charges in son's death

GALENA, Ill. - An Illinois woman with ties to the Monroe area is charged with killing her 6-month-old son.

Elizabeth M. Roen, 27, Elizabeth, faces two felony counts of first-degree murder, filed Sept. 21 in Jo Daviess Circuit Court. Her bond is set at $1 million. She has a preliminary hearing Oct. 25.

Tripp C. Luebke was born in Monroe Oct. 25, 2016. According to his obituary, he has family in Monroe, Browntown and Blanchardville. A funeral service for the baby was held at a Monroe funeral home.

Roen suffocated the baby's mouth with her hand twice on May 11 at her home in Elizabeth, a court document stated.

A 911 call from the home that day reported a baby who was not breathing, according to the Dubuque Telegraph Herald.

He was taken by ambulance to a Galena hospital and later airlifted to a hospital in Rockford, where he died four days later.

A county coroner told the Freeport Journal Standard at the time that the baby's death was not suspicious but the cause remained unknown pending further testing. He told the newspaper the baby's mother put him down to sleep and went into another room but later discovered her son wasn't breathing.

Court records show Roen has moved frequently through the years but was using an Argyle address as recently as early 2016.

Roen was convicted at a jury trial in Grant County in 2009 of felony child abuse for leaving her toddler daughter in scalding bathwater, causing severe burns. The girl also had a black eye and a cut below her eye, according to the Telegraph Herald.

Roen was sentenced to 60 days in jail and three years of probation on the case.

She is also a convicted sex offender.

In 2010, a Grant County jury convicted Roen and her elder brother David H. Bisbach, Richland Center, with felonies for having an incestuous relationship. He was sentenced to one year in prison and four years on extended supervision. Her sentence was three months in jail and five years of probation.
