Registered sex offender to be released, reside in Monroe

MONROE - A registered sex offender is being released from prison this week and will be living in Monroe at 1317 17th St., according to police.

Robert T. Baldwin, 56, Brodhead, was convicted in February 2003 of sexually assaulting two juvenile female family members over a three-year period. Judge James Beer sentenced Baldwin to 10 years in prison and 20 years of extended supervision.

Chief of Police Fred Kelley released a bulletin Monday announcing Baldwin's release, in accordance with the state's Sex Offender Registration and Community Notification Law.

Baldwin is expected to move into 1317 17th Street today, Dec. 11. He will be under 24-hour GPS monitoring and the close supervision of his probation and parole agents. His residence will also be targeted by police for increased patrol and unannounced visits.

He is under orders to have no contact with his victims, not drink or consume illegal drugs, not enter any establishment that sells primarily alcohol and to have no romantic relationships without prior approval.

Baldwin is not currently wanted by police, but his criminal history puts him at a classification level which reflects the potential to re-offend.

Kelley cautioned against panic, however.

"This bulletin is not intended to create fear or panic in the community but to increase awareness and to emphasize the need to practice safe protective behaviors for yourself and with your children," he wrote.

Baldwin "does have a reduced expectation of privacy" due to the nature of his convictions, but "the same civil and constitutional rights as other citizens of Monroe.

"Sex offenders have always lived in our communities, but it was not until Act 440 was enacted (in 1997) that law enforcement is able to share this information with the community. Citizen abuse of this information to threaten, harass or intimidate registered sex offenders will not be tolerated," Kelley wrote.

Kelley says anyone witnessing Baldwin violate the conditions of his release into the community, or any other suspicious activity, should call Monroe police at (608) 329-2400 or contact any other law-enforcement agency.
