Male inmate charged with lewd, lascivious behavior

MONROE - An inmate in the Green County Jail faces charges that he exposed himself to a female jailer.

Carl James Lee Ebert, 23, was charged this week with misdemeanor counts of lewd and lascivious behavior, disorderly conduct and violating county institution laws, all related to an incident Oct. 26.

Jailer Leslie Boyle was bagging some linens by the door to the jail library when Ebert allegedly put his hands down his pants and exposed himself to her.

"It appeared his penis was pushed out the slot in the door," she later wrote in a report. "However, I did not look very well and immediately turned away. I then thought maybe his hand was by the door and it was his finger."

But after reviewing video footage and collecting written statements from other inmates, she concluded it was not his finger.

Ebert had been acting inappropriately for several weeks leading up to the incident, according to Boyle's report and inmate statements. They allege he routinely made sexual and crude remarks, stuck his hands down his pants and mooned guards.

Several inmates described their irritation with Ebert's behavior.

One inmate noted, "I believe he thought he was being funny or thought he was a lady's man and could do things like this without consequences."

Filed also with court documents is an apologetic statement from Ebert, though he claims he was just sticking his fingers through his boxers.
