MONROE - An Albany woman has been arrested and charged in conjunction with the execution of a search warrant by Stateline Area Narcotics Team members and local authorities Tuesday.
Karmen Elisabeth Marshall, 25, was charged Thursday with a Class F felony count of conspiracy to make and deliver three grams or less of methamphetamine, a Class A misdemeanor of obstructing an officer in the 100 block of South Water Street, Albany, and three Class H felonies for bail jumping.
Marshall was detained for her connection to a meth lab in the 1700 block of 11th Street in Monroe, which was busted after a traffic stop by Monroe Police earlier that morning. An officer recognized a white Town Lincoln car owned by Shayna Nicole Krebs, 20, Brodhead, in the parking lot of Walmart just after midnight.
In the police report, the officer noted that he knew Krebs dates Richard D. Hauser, 36, Brodhead, and also knew that a warrant was issued for Hauser by the Rock County Sheriff's Department.
Upon observing the car drive by, the police officer noticed a passenger in the front seat ducking down to avoid being seen and decided to follow the vehicle. Suspecting Hauser may be the passenger, he called backup as he followed Krebs onto Wisconsin 11 and then exited onto North 18th Avenue.
The officer approached the vehicle, speaking to Krebs through the open rear driver's side door because her window was broken. He noted Kyrene Robyn Trevino was the person in passenger seat and that her behavior was indicative of drug use.
Familiar with Trevino through police interaction, the officer consulted with a fellow cop before calling in the K-9 unit. Once the dog alerted to drugs in the car, officers searched the vehicle and found a syringe in the driver's visor with a clear liquid inside. Krebs was arrested.
After taking her keys to unlock the glove compartment, officers found syringes and a coffee filter with a white substance as well as a pen casing in the dashboard of the vehicle that was caked with a white substance officers deduced was likely to be methamphetamine.
When asked who the drug materials belonged to, Krebs noted her pregnancy, denying they were in her possession. Trevino was subsequently arrested and admitted to authorities she had used heroin the day before, as well as meth two days before.
Once MPD notified SLANT of the arrests, the stateline team said they had been surveilling Krebs for her affiliation with meth users. In the criminal complaint, they explain they have enough information to execute a search warrant in downtown Monroe. The bust resulted in the arrest of Hauser and Sheena L. McLemore, 32, formerly of Madison.
Hauser was charged Thursday with a Class F felony of conspiracy to manufacture up to three grams of meth, two Class H felony counts of possessing drug paraphernalia and paraphernalia used to create meth, a Class I felony for possessing methamphetamine, a Class H felony for possessing methamphetamine waste and five Class H felony counts for bail jumping. He signed a $5,000 cash bond Friday, with conditions that he cannot possess or consume a controlled substance unless prescribed by their doctor.
Hauser faces a maximum possible sentence of 62 years in prison and up to $105,500 in fines. A preliminary hearing is scheduled for 8:30 a.m. Thursday.
