City hires new clerk

MONROE - Administrative Secretary Arianna Voegeli will no longer be simply taking on the extra clerk duties left unattended by the former city clerk after the Monroe Common Council agreed to officially hire her Tuesday.

Voegeli, who was one of two final candidates for the position, was chosen by aldermanic majority following roughly 40 minutes of closed-session discussion.

"I am relieved, and excited, and ready to continue working," Voegeli said. "I love working for the city. And like I told them in my interview, this is my home. My roots are here, my family, my friends, and I can't think of anything better than serving my community."

Former clerk Carol Stamm stepped down after 19 years with the city, citing restructuring within the city as reason to take her leave. She officially left the city Jan. 5 with a severance agreement she said she proposed to the Monroe Salary and Personnel Committee. The agreement specified she receive a lump sum of just over $31,000, or half her annual salary, as well as $16,000 in projected insurance contributions and accumulated paid-time-off benefits.

Beginning as administrative secretary at City Hall nearly two years ago, Voegeli primarily worked in the office of Building Inspector Ryan Lindsey. She assumed the duties of deputy clerk after the previous clerk Nicole Cummings left at the end of September.

Interviews were conducted by the personnel committee over just more than a week. City Administrator Phil Rath credited a software program that helped identify applicants with the proper skills and aptitude for the job through a scoring algorithm, eliminating the need for a large number of in-person interactions. Rath had been overseeing portions of the clerk position during the interim as well.

At the recommendation of the committee, Voegeli was hired for an annual salary of just under $44,000. Aldermen Ron Marsh, Rob Schilt, Michael Boyce, Brooke Bauman, Tom Miller, Chris Beer and Jeff Newcomer voted in favor of the hiring. Alderman Richard Thoman abstained. Council member Charles Koch was absent.
