MONROE - Jaron David Neuenschwander Luebke Jr., 24, Monroe, was charged with third-degree sexual assault and domestic abuse on Tuesday. The charges stem from an incident May 3 in the 1800 block of 10th Avenue in Monroe. The woman said that she had been driving around the city with Luebke and talking.
