Sex offender being released in Monroe

MONROE — Monroe police have announced to the public that a registered sex offender was scheduled to be released in the community on Tuesday, April 26.

The offender is Michael J. Owen, 54. He is scheduled to live in the 1300 block of 17th Street. He was convicted in 2018 of three counts of child pornography involving a female.

“He/She will be on GPS monitoring and will have rules and guidelines he/she must follow,” Monroe Police said in a statement. “To do otherwise would cause an investigation and could result in his/her being taken into custody.  In the future, these persons may be allowed to move to a new address within the community, and there will be no new notice for this.  However, their address will be maintained in the Sex Offender Registry.”

Police maintain that the notice is for information purposes only and that the offender has served their sentence.  They urge anyone with questions about the offender or the notification process to contact them.

“The Police Department will make the offender’s residence part of a targeted patrol plan for increased routine patrols, and will make unannounced visits to the offender’s residence as a team effort with Probation and Parole agents,” the statement said. “Any alerts, tips or complaints will bring a police response.”
