MONROE - On Wednesday, July 10:

• Samantha G. Bell, 19, Monroe, was arrested on charges of resisting officers, underage drinking and three counts of disorderly conduct after police responded to a 911 call at 10:45 p.m. reporting that a woman was beating on a car in an apartment complex lot in the 2700 block of 8 1/2 Street. Bell allegedly kicked an ex-boyfriend's vehicle in the lot. Police located her a couple of blocks away on 32nd Avenue. Records indicate she struggled with officers and was spitting, and when they took her to the Monroe Clinic ER for a medical clearance due to her intoxication, she called the hospital staff names. She was jailed and then later released on bond.

• A damaged window at Abraham Lincoln Accelerated Learning Academy, 2600 14th Ave., was reported at 7:20 a.m. It is unknown how the window was broken, possibly by a thrown stone.

• Animal neglect was reported at 10:08 a.m. in the parking lot of St. Vincent de Paul, 500 1st Ave. The caller said two dogs were panting in an old red car. An officer stopped by and found the complaint unfounded, since a window was cracked, the dogs had water and the owner was checking on them.

• Police were called at 4:04 p.m. to investigate the death of an 80-year-old man at a residence in the 2200 block of 11th Street. Green County EMS and deputies also responded to the scene. An autopsy is pending. There does not appear to be any sign of foul play or cause for public safety concern.

• A citizen complained at 6:58 p.m. of unmowed grass at a house in foreclosure in the 1100 block of 12th Street. This is not the first complaint about the lawn. It is now likely Streets and Sanitation workers will mow the lawn and put it against the property owner's tax roll.
