MONROE - The city is opening 9th Street between 13th and 20th avenues just before noon today.
Al Gerber, city engineering supervisor, said the opening of the remaining section of 8th/9th Street from 8th Avenue to 13th Avenue will be delayed until Friday afternoon, because rain and cold temperatures are interfering with the painting process.
