Man faces assault charges

MONROE - A Green County man faces felony charges of repeated sexual assault of two young girls in the past 18 months in homes in Brodhead and Monroe.

Norberto Santiago Castellanos, 31, Brodhead, is charged in Green County Circuit Court with two Class A felonies of repeated first-degree sexual assault of a child and a Class I felony charge of exposing a child to harmful material.

According to a criminal complaint filed Tuesday, May 1, with reports from Brodhead Police:

Santiago Castellanos' wife brought two of her daughters, ages 6 and 8, to an emergency room for a check-up on April 29 after hearing from relatives that the girls were talking about what their father did to them.

Both girls told investigators Santiago Castellanos regularly had vaginal and anal intercourse with them since October 2010, on their beds or on their mother's bed, and also kissed them on the mouth with his tongue.

"It happens a lot of the time," one girl told police.

The alleged assaults happened at residences in the 800 block of 14th Avenue in Monroe and in the 2200 block of West 5th Avenue in Brodhead.

An investigator quotes one of the girls as saying, "Dad lays me down on my mom's bed ... when he hears something he stops, but if he does not hear anything again he starts again ..."

A nurse at the hospital told police the girls had genital rashes.

The older daughter, who turns 9 this summer, is not Santiago Castellanos' biological child but has no other father figure in her life. Santiago Castellanos and his wife married in 2005 and have three other daughters, ages 1 to 3.

The girls say Santiago Castellanos threatened to spank them or go to jail and "back to Mexico" if they told on him.

The third felony charge of exposing a child to harmful material stems from accusations that Santiago Castellanos showed the 8-year-old pornographic movies on an MP4 player.

In an interview with investigators, Santiago Castellanos denied the charges and said the 8-year-old has been "acting out sexually for about three to five years" and teaching these sexual behaviors to her 6-year-old sister.

Santiago Castellanos is being held in jail on a $70,000 cash bond. His preliminary hearing is scheduled for 10:30 a.m. Wednesday, May 9.
