Green County Sheriff MONROE - Robert T. Owen, 23, Monticello, was cited at 8:39 p.m. Wednesday, Feb. 12, for possession of drug paraphernalia following a traffic complaint investigated by deputies at Little Sugar Lane at County C, Town of Washington. Owen was released pending court. The Sheriff's Office K-9 unit assisted at the scene.
