MONROE - At a meeting Tuesday, the City of Monroe Common Council:

Heard from Mayor Bill Ross about a New York film producer researching Monroe as a possible location for a forth-coming movie production. Monroe is one of three Wisconsin cities being considered for the production's location.

Approved the mayor's appointment of Mark Coplien to Housing Authority Board of Commissioners for term of five years to begin Feb. 1, 2011, and end Jan. 31, 2016.

Approved the mayor's reappointment of Ryan Wilson to the Main Street Board of Directors for a term of three years to expire Dec. 31, 2013.

Approved the mayor's reappointment of Ryan Wilson, David Riese, Barb Gelbach and Ron Markham to the Business Improvement District for two-year terms to end on Dec. 31, 2012.

Reset a public hearing date of Jan. 4, 2011, for a special ordinance adopting a general development plan for the Silverstone Partners Inc. planned unit development and rezoning. Silverstone is proposing a senior housing development on 16th Avenue and 8th Street.

Approved, unanimously, the 2011 fee schedules for the Department of Park and Recreation and for the Senior Center. The fees will be the same as for 2010.

n Authorized unanimously the subordination of security interests. As a condition of approving the borrowing authority of Badger State Ethanol, seeking to refinance its debt to AgStar Financial Services, AgStar requires that the city subordinate the mortgage it holds on real estate owned by Badger State. City Attorney Rex Ewald informed the Finance and Taxation Committee that the move would not hinder the two remaining annual payments of $79,000 each due to the city from Badger State, nor increase the city's liability.

Approved a compensation adjustment to offset the health insurance premium increase for department heads and some non-union personnel, incurred in 2010. Mayor Bill Ross explained to the Salary and Personnel Committee that department heads did not receive a pay increase in 2010 and were also required to pay 2.5 percent of health insurance premiums, resulting in a net decrease in their pay. The adjustment was $445 for a family policy and $185 for a single policy. The Salary and Personnel Committee also recommended an extra 25 percent to cover income taxes that will need to be paid by the individuals on the compensation. The total adjustments totaled $556 for 15 people and $231 for three people, for a total of about $9,000. The council passed the resolution 5 to 3, with Jan Lefevre, Thurston Hanson and Dan Henke against.
