Monroe Police MONROE - Police were dispatched at 7:42 a.m. Thursday, Jan. 23 to the Monroe Clinic Emergency Room, where a patient reported being injured during a domestic incident that allegedly took place earlier that morning at a residence in the 1400 block of 10th St. The 28-year-old female victim sustained non-life-threatening injuries and identified her boyfriend as the alleged suspect. Christopher L. Sibley, 27, Monroe was later arrested at a residence in the 2400 block of 4th Street and has been initially charged with disorderly conduct, battery, criminal damage to property, strangulation and intimidation of a witness, all under the domestic abuse law.
