To the editor:
The most effective and safest proposed route has been mapped out by the Green County ATV Club to connect the existing Cheese County Trail system in Monroe to Brodhead. This route would primarily use Town Center Road from the intersection of Five Corner Road heading east to County Road OK because of the good visibility and the straightness of the road. Other roads that will be used are Twin Grove Road and Middle Juda Road. This will enable access to Maple Leaf Cheese, Twin Grove Stage Stop and local Juda businesses. This connecting route has potential to drive economic growth, tourism, new home construction, business and the possibility of future new businesses. The UW Extension Office has statistics showing the economy in small towns and rural areas of Green County has been on a decline for many years and we ALL can do something about it. You have probably witnessed trucks with trailers hauling ATV/UTV's, driving past Jefferson Township to get to Monroe where the trail system starts. From that point they head west. This helps Monroe tremendously, but what about the rest of the county? Why not get them to YOUR town?
I was involved with the Cheese County Trail study/survey in 2010-11 that gathered one year of data and proved the existing trail system generated OVER $15 million in total revenue, $13.5 Million came from non-local users which is tourism. The other important finding was that the two most common age groups of ATV users were 41-50 and 51-60. This shows most users are at a mature, responsible age. Some concerns obviously arise. Is it safe, what is the liability, will it be noisy, are there rules for these recreational vehicles? Liability is the biggest concern and Wisconsin State Statute 895.52 states that no person, governing body or municipality is held liable on a designated, marked recreational trail or route. This releases any landowner near a trail or route. Many other questions have answers in the Wisconsin DNR ATV/UTV vehicle laws and regulations handbook.
In the last discussion with Jefferson Town board in February 2016, they were not in favor of this, but if there was approval from two other townships along with the City of Brodhead, they would consider the route. We are there. I am asking ALL Jefferson Township residents in favor of this ATV/UTV route to come support this opportunity for your community at the Juda Community Center on Wednesday, Nov. 8 at 7 p.m.
