Williams gets deferred prosecution

MONROE - A woman charged with animal neglect agreed Tuesday, June 12 to pay more than $13,000 to defray costs associated with the May 2011 seizure of 46 dogs from a rural home near Brodhead.

Kathy J. Williams, 55, Madison, was granted a one-year deferred prosecution on seven Class A misdemeanor charges of animal mistreatment in Green County Circuit Court. She also pleaded no contest to new charges filed Tuesday that she failed to vaccinate a dog for rabies or obtain a kennel license in 2010.

Conditions of her deferred prosecution include reimbursing $13,517.60 to the county in monthly installments of $25. She must also pay $705.50 in fines and other court fees within six months.

The mistreatment charges against Williams and three codefendants stem from a Green County Sheriff's Department investigation that led to the seizure of the 46 dogs, mostly Great Danes, that were reportedly living in a squalid residence in the N4600 block of County F in the Town of Decatur.

According to deputies assigned to the case, the dogs were kept indoors with little to no ventilation in conditions that reeked so strongly of feces and urine that a veterinarian later testified she suffered chest tightness and breathing difficulties for days after visiting the home.

The seizure saddled the Green County Humane Society with an unexpected influx of large dogs and ultimately cost the county almost $48,000. Seventeen puppies were born into the shelter's care after the seizure, bringing the total number of dogs in the case to 63. Many required special veterinary attention, plus routine vaccinations, deworming and spaying or neutering.

Three other people were charged with animal mistreatment in the case: Melissa Harrel, 59, Allyson J. Williams, 25, and Donovan F. Williams, 46, all of Brodhead. Harrel has a motion hearing set for July 17 and a jury trial scheduled in August; the other two are currently in deferred prosecution.
