MONROE - A search of a home in the 300 block of 3rd Street on Monroe's west side Tuesday morning led to the arrest of a Monroe man on charges of delivering heroin, recklessly endangering safety, maintaining a drug-trafficking place and possessing drug paraphernalia, according to police.
Richard D. Ward, 26, was arrested at the scene after Monroe police and agents with the Stateline Area Narcotics Team (SLANT) executed the search warrant at 10:15 a.m. During the search, agents seized drug paraphernalia, including tin foil, syringes and smoking devices.
Ward was jailed pending court.
The charge against Ward of recklessly endangering safety relates to an allegation that residents in the home were shooting up heroin in front of young children and even overdosed with the children present, leaving needles and paraphernalia out in the open.
"I'm being told there were multiple people using in front of the children," Monroe Chief of Police Fred Kelley said.
The search warrant on the residence is part of a long-term, continuing investigation into heroin trafficking in the area. Kelley said the investigation into this specific case is ongoing as well.
SLANT is a taskforce with members from many area law enforcement agencies in the stateline area, including the Monroe Police Department, Green County Sheriff's Office and Lafayette County Sheriff's Office.
