MONROE - In a meeting Tuesday, May 7, the City of Monroe Common Council:

• Voted unanimously to approve $250 as a donation to the American Legion to offset expenses for the Memorial Day parade and activities.

• Authorized outstanding checks more than 18 months old to be written off. The amounts have been adjusted each audit; the write-off is a book-keeping procedure.

• Approved a cost reimbursement agreement with Walmart Stores East, LP. The Plan Commission will determine the costs to be adjusted.

• Voted unanimously to authorize hiring Paul Meudt as a seasonal replacement Parks Department laborer, effective June 3 at a rate of $14.70 per hour.

• Voted 8-0, with alderman Jeff Newcomer abstaining, to approve a city policy adopting police dispatchers as nonunion-represented employees and individuals' placement on the city's compensation scale. The policy includes hours, benefits and grievance procedures.

• Voted 6-2-1 to approve adjusting the position of city clerk to grade 14, step 9; voted 5-3-1 to approve adjusting the position of director of water utilities to grade 20, step 2; and voted 5-3-1 to approve adjusting the position of fire chief and director of emergency management to grade 20, step 9. Newcomer abstained in each vote. The changes increased compensation for city clerk from $56,305 to $58,102 and for fire chief from $70,262 to $72,693. Compensation for water utility director did not change.

• Unanimously approved $573,260 to pay bills.

• Voted unanimously to deny a claim of $1,750 from The Hartford for damages to a vehicle driven by John Schild, which allegedly occurred when snow being plowed fell over the side of the West 6th Ave. overpass.

• Approved Doyle's/ Bullet's Irish Pub Restaurant Harleys and Hotrods motorcycle and car shows; American Legion Zilmer-Riley Post 84 Memorial Day parade; Main Street Monroe Farm Fest Kickoff and Farmin' on Square events; Industrial Combustion Company summer picnic; Main Street Monroe Cars on the Square car shows; and Paul Mitchell the School Monroe Trekking for Our Troops charity walk.

• Approved a one-year pilot program extending the ATV street route from the Green County Fairgrounds to County KK Tire. The Public Safety Committee recommended the program, with sign costs to be paid by County KK Tire or ATV club.

• Granted a temporary class B beer license to St. Clare Parish for Fiesta Latina event on May 11. Tyler Shultz voted against.

• Voted unanimously to approve the purchase of two replacement mowers: a Deweze slope mower from Serwe Implement of Browntown for $37,800 and a Ferris IS5100 zero-turn mower from Studer Super Service on Monroe for $12,900 with a trade-in allowance. The mowers will be used by several city departments, and the cost will be divided among their budgets.

• Voted unanimously to hire A-1 Electric Inc. for $5,300 to install emergency and egress lighting for the city hall, to meet fire codes.

Tom Miller, chairman of the Airport Board of Management, announced upcoming bids for Airport terminal construction will come before the council in late-May or early-June.



MONROE - In a meeting Monday, the City of Monroe Board of Public Works:

• Approved a permit request from Colony Brands, Inc. to trench fiber cable from its employment offices on the west side to the merchandise samples center (old Walmart building).

• Approved bills from Fehr-Graham for $695 for tests on underground storage tank; Advanced Disposal (previously Veolia Environmental Services) for $1,925 for March recycling; Ramaker for $3,120 and $780 for engineering on the swimming pool boiler and ventilation project; Whitney Tree Service for $1,300 for tree removal and trimming; and Miron Construction for $95,000 for the wastewater treatment plant upgrade project.

• Authorized the purchase of white and yellow traffic paint from The Sherwin Williams Company at $8.25 and $9.25 per gallon, and of glass spheres from Traffic and Parking Control at $19.62 per 50-pound bag.

Reid Stangel, board president, introduced the possibility of creating a city ordinance to require all solid waste collected in the city to be taken to the county transfer station. City Attorney Rex Ewald advised such an ordinance can be created and would follow the same implementation procedures as any ordinance, including a public hearing.

• Tentatively approved by consensus installation of way-finding signs for Behring Senior Center, pending more information on sign design and locations.
