MONROE - In a meeting Tuesday, the City of Monroe Common Council:

• Approved a certified survey map prepared by Hasse Surveying showing land in the area of Willow Way detention pond.

• Approved, with a 9-1 vote, a contract with Independent Inspections, Ltd., Waukesha, for fill-in building and mechanical inspections services for the city. Alderman Charles Koch voted against the resolution, stating the contract had within it provisions that limited the city's hiring authority. The contract prohibits the city from hiring any employee of Independent Inspections for a period of one year after termination of the contract. A second provision prohibits the city from hiring another provider for the same services during the term of the contract.

Independent Inspection employee will be paid a flat rate of $48 per hour, including travel time from Janesville, and will be available Monday, Wednesday and Friday mornings for 1.5 hours to inspect as needed.

The city intends to fill the city building inspector position soon. Applications for the position already are coming to the city clerk's office.

• Approved payment of claims in the amount of $317,401.02.

• Approved, on a vote of 9-1, a special event for the Monroe Main Street holiday parade and trolley rides, from 3 to 9:30 p.m. Dec. 5. Alderman Thurston Hanson voted against the resolution, stating, "For the same reason as always." Hanson objects to the use of word "holiday," which he says is an unacceptable substitution for "Christmas."

• Approved official routes for Wisconsin 11 Business, Business 11 Truck and Business 11 Informational. All routes coming south on North 18th Avenue will follow Sixth Street east to 20th Avenue, then south to Ninth Street, then west on Ninth Street becoming Eighth Street at 11th Avenue, then continuing west on Eighth Street to the west city limits; and the reverse from the west city limits. Existing signage will be used and reoriented as much as possible.

• Granted an electrical contractor license to Anthony Dubanowich, American Power, Inc.; and an operator license to Melissa L. Manthei.

• Approved an amendment to set the amount from each quarter's sewer use revenue at $37,842.25, to be placed in the Wastewater Treatment Facility Equipment Replacement Fund. This amount totals $151,369 per year, and becomes effective with the first quarter 2009 sewer use revenue. The total amount representing the aggregate of annual deprecations of the facility's equipment.
