MONROE - Lucas J. Newcomer, 17, Monroe, was arrested for possession of marijuana with intent to deliver following a traffic stop at about 7 p.m. Wednesday on Wisconsin 69 near Cold Springs Road. He was jailed. The driver, Logan R. Koch, 17, Monroe, was arrested for possession of drug paraphernalia and cited for speeding. He was released pending court.
