MONROE - On Tuesday, Nov. 27:
• Joel E. Blum, 50, Monroe, was arrested at 6:02 p.m. in the 2900 block of 13th Street on an outstanding warrant issued by the Rock County Sheriff's Department for failure to pay a fine. An officer stopped Blum on suspicion of intoxicated driving after investigating a complaint from a passerby of a vehicle that had swerved and hit the curb. Blum was jailed.
• Adam D. Bliss, 30, Juda, was arrested after police responded to a neighbor's complaint at 9:45 p.m. that a group of people were outside a residence in the 1900 block of 6th Street causing a disturbance and that one was intoxicated. Officers found that Bliss was the aggressor in a dispute with his 20-year-old wife and extended family. He was jailed. He signature bond was set the following day at $750, with the conditions that he not drink or enter establishments that sell primarily alcohol and have no contact with several people or a residence in Juda. His preliminary hearing is Dec. 17.
• Officers assisting with an 8:13 a.m. EMS call at a residence in the 100 block of 19th Street found the home was overcrowded with belongings and on the verge of not being habitable. Overgrown brush and branches had to be shoved out of the way to get into the home. Inside, piles of stuff had to be moved aside to make a path for medics. Officers noted an odor of decay. A family member was served a code enforcement compliance warning to clear the overgrown shrubbery in the yard. Police referred the case to the city building inspector and to Green County Human Services.
• Warnings were issued to property owners to remove cars parked in yards in the 1700 block of 17th Avenue, 1600 block of 17th Street, 900 block of 19th Avenue and 800 block of 22nd Avenue.
• Police are investigating a report taken at 11:44 a.m. of truancy at Monroe Alternative Charter School, 1220 16th Ave.
• A woman reported at 11:59 a.m. that her wallet may have been taken out of her unattended purse in her unlocked vehicle in the parking lot of YMCA, 1307 2nd St., while she was inside briefly to get something from the vending machine. She told police the last time she remembers seeing the wallet was at 9:30 p.m. the prior night in Milwaukee.
• A leather jacket was reported stolen at 2:48 p.m. from the coat room at United Methodist Church, 2227 4th St. The jacket went missing about two weeks ago. Announcements made to the congregation during services the past two Sundays so far haven't recovered the jacket.
• A gas drive-off was reported at 3:20 p.m. at Stop-N-Go, 1607 9th St.
• A tenant in an apartment building in the 2700 block of 8th 1/2 Street complained at 4:07 p.m. that an upstairs neighbor leaves a dog in a kennel during the day and he can hear the dog above him scratching all day. Animals are prohibited in the building, and police have been called before with complaints of the dog. Police advised the tenant it was a civil matter and suggested he contact the landlord.

MONROE - Cristian O. Hernandez Molina, 29, Fitchburg, was cited for driving with a revoked license after a deputy stopped a vehicle for a traffic infraction at 9:43 p.m. Tuesday, Nov. 27, on Church Street at North Rutland Avenue in Brooklyn.

DARLINGTON - A deputy responded to a report of disorderly conduct at 10:45 a.m. Tuesday, Nov. 27, on County Y in Woodford.
