MONROE - Tawanna S. Rhynes, 22, Monroe, was arrested in the 1500 block of 15th Avenue at 6:17 a.m. Wednesday, July 3, on a body-only warrant issued by the Wisconsin Department of Corrections. She was jailed.
Helen L. Winkler, 38, Monroe, was arrested in the 800 block of 8th Street at 10:55 p.m. Thursday, July 4, on a warrant issued by the Wisconsin Department of Corrections. She was jailed.
On Wednesday, July 3:
A scooter was found in the downtown parking ramp and brought at 12:45 a.m. to the police station, where it can be claimed.
An anonymous caller at 7:39 a.m. reported a dog running loose in the area of 27th Street at 12th Avenue. An owner was located and took the dog back inside.
A gas drive-off was reported at 4:30 p.m. at Stop-N-Go, 1607 9th St.
A set of keys was found in the area of 19th Street at 11th Avenue and brought at 6:37 p.m. to the police station, where it can be claimed.
Police responded at 9:42 p.m. to a complaint of fireworks being set off near Calvary Cemetery. No one was located.
Police responded at 10:16 p.m. to the 1800 block of 17th Avenue for a dispute between people over rent and harassing text messages. They were advised it's a civil matter, not criminal, and they'll need to work it out between themselves.
On Thursday, July 4:
A caller at 10:05 a.m. reported three dogs have been left unattended, possibly abandoned, inside a residence in the 1300 block of 9th Street. This is the second complaint in a week about the situation. The tenants may be using the home as a kennel. Police tracked down family members of the tenant and advised them of the complaint.
A manager at Dearth Motors, 520 8th St., reported at 12:37 p.m. that an unknown person threw a watermelon at one of the vehicles for sale on the dealership's lot.
A caller at 3:28 p.m. reported a well-behaved dog had wandered into a yard in the 2300 block of 16th Avenue. The owner came to get the dog, saying it snuck out during a cookout. The owner was warned for allowing the dog to roam at large.
Police responded at 6:30 p.m. to a dispute between a woman and her father in the 2500 block of 13th Avenue. There was no sign of abuse, and no one was arrested or cited.
Police responded to Monroe Clinic at 9:01 p.m. to help with a combative child in ER.
A complaint of fireworks being set off in the 2500 block of 6th Avenue was reported at 10:59 p.m. Police patrolled the area.

MONROE - Zachary S. Njos, 20, Rock City, Ill., and Bryton G. Dreier, 19, Durand, Ill., were cited for underage drinking after deputies and Albany police responded at 4:29 p.m. Thursday, July 4, to a report of a disturbance along County E west of Atkinson Road in Albany Township.
Dirk R. McCall, 32, Browntown, was cited for setting off illegal fireworks after deputies responded at 11:29 p.m. Thursday, July 4, to a fireworks complaint in the N2700 block of Smock Valley Road in Cadiz Township. Deputies first warned McCall and then left, but more fireworks were set off shortly after they left the residence. They returned and cited him.
Fireworks offenses were reported at 9 p.m. Wednesday, July 3, and again at 5:27 p.m. Thursday, July 4, at the same address in the N4100 block of Lake Drive, rural Brodhead. On Thursday, July 4, firework offenses were reported at 9:33 p.m. in the N2500 block of Carnie Road, rural Monroe; at 10:32 p.m. in the N7100 block of Wettach Road, rural Monticello; at 10:35 p.m. at County N and Hefty Road in rural New Glarus; and at 11:24 p.m. in the W400 block of Red Cedar Lane, rural Brodhead.

William G. Lowe, 70, Eastman, was cited for a seatbelt violation at 5:44 p.m. on Wisconsin 23 in Shullsburg Township.
Michael A. Jones, 42, Argyle, was cited for speeding and for driving without proof of vehicle insurance at 8:53 p.m. on County A in Shullsburg Township.
Harry M. Mears, 54, Belmont, was cited for failure to stop at a stop sign at 11:11 p.m. on County G in Belmont.
A deputy responded to County XX in Belmont Township at 6:25 p.m. for a complaint of trespassing.
