MONROE - Jared D. Welty, 24, Monroe, was arrested for operating while intoxicated, second offense, following a traffic stop about 12:15 a.m. Thursday in the 800 block of 17th Avenue. Welty later was cited and released. A passenger in the vehicle, Gene A. Isely, 26, Monroe, was cited for open intoxicants-passenger and released at the scene pending court.
