GREEN COUNTY
FELONIES
Robyn N. Flannery, 31, Monroe, was sentenced to 30 months of probation July 15 after she pleaded no contest to two felony counts of forgery. As part of a plea agreement prosecutors reached with Flannery and her attorney, two additional forgery charges and a bail-jumping charge were dismissed. The convictions stem from 2014 incidents in which she forged checks from the account of a woman she knows at two convenience stores: a Blanchardville Cenex, 408 S. Main St., for $178.48, and Monroe's Northsider Mobil, 180 N. 18th Ave., for $50. The agreement stipulates Flannery must pay restitution to three Monroe stores in two other cases: $972.51 to Pick and Save, 246 8th St., $877.09 to Boco Amoco, 907 20th Ave., and $272.69 to Lucky 7, 710 21st St. She also must pay court costs; police records indicate she owes the court $352. Lastly, Flannery must undergo evaluations for alcohol use, drug use and mental health.
Catlin C. Wiese, 27, Monroe, was charged July 17 with a sex offender registry violation. Wiese was convicted of third-degree sexual assault in 2008 and must register as a sexual offender until 2033, police files show. Part of the registration requirements is notifying the Wisconsin Department of Corrections within 10 days of creating any online profile. He allegedly has been using a Facebook account under the name "Timmy Elkins" for around six years and made threats to a probation officer via Facebook Messenger. He reportedly told investigators Timmy is his best friend's name and Elkins is his sister's last name. Court records indicate Wiese signed a $3,600 signature bond and a $400 cash bond Tuesday. He has a preliminary hearing July 31.
MISDEMEANORS
Anthony M. Wiser, 25, New Glarus, was granted a deferred prosecution agreement Tuesday after he pleaded no contest to one count of having sex with a child age 16 or older. A second charge in the case, for possessing narcotics, was dismissed in May. As part of the agreement, two counts of violating a restraining order, in a separate case, were dismissed. The charge Wiser pleaded no contest to will be dismissed after a year if he follows all conditions of the agreement. According to police documents, he is ordered to have no violent or abusive contact with a woman he knows or her family. He must comply with any treatment or counseling recommendations made by his probation officers, attend quarterly monitoring conferences and commit no new crimes. He also must pay court costs; police documents show he owes the court $243. The charge stemmed from several 2013 incidents in which Wiser had sexual intercourse with a girl who was 17 at the time.
