FELONIES
Andrew N. Allen, 63, and Constance Woodall, 34, both of Freeport, were each charged Thursday with a Class I felony count of retail theft. The charges stem from a series of incidents between November and December 2015 when the duo stole $774.53 worth of items from Wal-Mart in Monroe and then returned them to the store in exchange for gift cards of equivalent value. Warrants have been filed for both of the offenders.
Jesse Ray Whaley, 35, Freeport, was charged Thursday with a Class I felony county of possession of burglarious tools and three Class A misdemeanor counts each of theft, criminal damage to property and breaking into a locked coin box. Whaley accrued the charges after a May 21 incident when he broke into three vending machines throughout Monroe and stole the coins inside. Whaley was caught June 15 after he attempted to break into another vending machine in Freeport. A warrant was filed for Whaley's arrest.
Thomas Cody Anderson, 28, Argyle, was arrested Wednesday on a Class I felony count of possession of narcotics and a misdemeanor count of possession of drug paraphernalia. The charge stems from an incident Aug. 1, when police investigated a person asleep in a parked car in Brodhead. Upon investigation, police found a syringe filled with heroin and related paraphernalia, as well as recent puncture marks on Anderson's arms. Anderson signed a $1,500 signature bond Thursday and will next appear in court for a preliminary hearing Aug. 18.
Melissa S. Price, 39, Brodhead, was arrested Tuesday on three Class H felony counts of identity theft. Price's charges arose after Price's employer reported a series of unauthorized purchases between December 2015 and February 2016 at gas stations in Brodhead and Janesville using company funds. Price had used an unauthorized company card to buy $530.07 worth of goods. It later transpired that Price had also transferred more than $15,000 from the company's bank account to two bank accounts of her own. Price signed a $6,000 signature bond Wednesday.
Shannon McClurg, 23, Madison, and David Mancl, 33, Albany, were arrested Tuesday each on a Class I felony charge of possession of narcotics and a misdemeanor charge of possession of drug paraphernalia. The charges stem from an incident July 29, when officers responded to a report of an erratic driver in Albany. When officers stopped the vehicle, they found Mancl, the driver, in possession of tablets of lorazepam and oxycodone without a prescription. McClurg, the sole passenger, was found with tablets of morphine and a makeshift straw to inhale them. Both signed $500 signature bonds and will next appear in court for preliminary hearings Sept. 8.
Tiffany Lynn Gerde, 28, Rockford, was arrested Tuesday on nine Class H felony counts of uttering a forged document after she attempted to use nine counterfeit $100 bills at businesses throughout Monroe and Juda on July 29. How Gerde obtained the counterfeit bills is unknown. Gerde signed a $5,000 surety bond Wednesday and will appear in court for a preliminary hearing Sept. 14.
Kenin Leondra Stewart, 31, Monroe, was arrested July 28 on a Class H felony charge of bail jumping and a Class A misdemeanor charge of obstructing an officer. The charges stem from an incident July 26, when Stewart was seen entering a Monroe bar, in violation of his bond from a 2014 charge of possessing cocaine. When officers confronted Stewart, he became belligerent and refused to comply. Stewart signed an $1,800 signature bond and a $200 cash bond on July 29. He will appear in court Aug. 9 for a preliminary hearing.
