Felonies

●  Justin David Halvorson, 31, Juda, was charged March 5 with a Class H felony count of false imprisonment and two misdemeanor counts of disorderly conduct, stemming from a domestic altercation Jan. 30 at his home. The criminal complaint indicates he slapped a woman and pushed her by her neck into a shelf in front of children during an argument and was defiant when police arrived. The woman told police she “could not go on like this” and that he needed help for his drug use. Halvorson signed a $1,000 signature bond March 9 with conditions including no drinking, bars or liquor stores.

●  Clint Rudolf Leider, 34, Pecatonica, Illinois, entered a one-year deferred prosecution agreement Feb. 28 on a Class I felony charge of possessing narcotic drugs. The case will be fully dismissed if he complies with conditions of the agreement. The criminal complaint indicates Leider overdosed on heroin at his friend’s house in rural Albany Oct. 22 but was revived with Narcan. Leider later told police he bought a “20 bag” of heroin in the Janesville area and injected it. He said it was his first use of the drug in a decade. His friend confirmed Leider had been clean for 10 years.


Misdemeanors

●  Dalton Brian Gallagher, 20, Beloit, pleaded no contest Feb. 4 to a misdemeanor charge of driving without a valid license (second offense within three years) and entered a six-month deferred prosecution. The charge will be fully dismissed if he complies with conditions of the agreement, including obtaining a valid license and committing no more criminal offenses. A misdemeanor charge of bail jumping and non-criminal citations of speeding and violating absolute sobriety were dismissed. The criminal complaint indicates Gallagher was stopped for driving 84 mph in a 55 mph zone in the W400 block of Wis. 11, Town of Spring Grove, at 2:12 a.m. Aug. 4. The officer noted Gallagher had “bloodshot, glossy eyes” and blew a 0.091% blood-alcohol concentration in a breathalyzer test but decided against arresting him for operating while intoxicated “due to me not observing enough clues during Field Sobriety tests and not establishing probable cause to arrest for the offense.”

●  Samantha J. R. S. Goodman, 19, Monroe, pleaded no contest Feb. 27 to a misdemeanor charge of criminal trespass to a dwelling and entered a one-year deferred prosecution agreement. Conditions of her agreement include an AODA assessment and any recommended treatment. The charge will be fully dismissed if she complies. The criminal complaint indicates she and several others went to the home of their ex-boyfriend in rural New Glarus on Aug. 24, entered his residence without his consent and were yelling at him and using profane language. At least one punched him in the face. His T-shirt was ripped during the altercation. One of Goodman’s codefendants, 19-year-old Daniela Jean Roesslein of Monroe, entered a deferred prosecution agreement with similar conditions on Nov. 11, 2019 for misdemeanor charges of battery and criminal trespass to a dwelling. Cases against the other co-defendants, Derek John Rose Jr., 26, Orangeville, and Jordyn Leigh Nelmark, 20, Tampa, Florida, are still pending.

●  Dustin Robert Egger, 31, Monroe, pleaded no contest Feb. 27 to a misdemeanor charge of disorderly conduct, stemming from a domestic altercation Nov. 10 at his home. He entered a one-year deferred prosecution agreement with conditions that he complete an anger management assessment and mental health assessment and following through with any recommended treatment and counseling. The case will be fully dismissed if he complies.

●  Michelle Veronica Garcia, 35, Albany, pleaded no contest March 5 to misdemeanor charges of battery and disorderly conduct and entered a one-year deferred prosecution agreement with conditions including AODA treatment, family counseling and an assessment for anger management. The case will be fully dismissed if she complies. A previously filed felony charge of child abuse was removed from the case. The criminal complaint indicates Garcia threw her teen daughter’s Chromebook, breaking it, then “slammed” the girl’s finger in a door before punching her during an argument Nov. 22 at their home. The girl left and walked to the Albany police station, but it was closed, so she walked into a nearby bar, where a bartender called police for her. The girl told police her mother had been drinking, incidents like this had happened before and she didn’t feel safe at home. The officer noted the girl was “visibly upset and crying.” Garcia later told police her daughter swore at her for bringing home cold carryout from Panera Bread, was being a “jerk” and Garcia didn’t know how else to react. When the officer told her she was under arrest, she responded, “I’m being a parent.”

●  Dion Mitchell, 30, Lena, pleaded no contest March 5 to a misdemeanor second-offense charge of operating while intoxicated, with related charges dismissed, and was sentenced to five days in jail. He is ordered to complete AODA treatment. His license is revoked 12 months and he owes $1,503 in court assessments. The criminal complaint indicates Mitchell was stopped Oct. 12 for a defective head lamp on Wis. 69 in New Glarus. The vehicle had front-end damage and Mitchell had “glossy” eyes. Mitchell said he just hit a deer but police didn’t find evidence of the accident.
