Dispatchers, city at odds over pay scale, health care premiums

MONROE - More information became available yesterday on the arbitration of contract negotiations between the Monroe Police Department dispatchers, represented by the Wisconsin Professional Police Association (WPPA) and the City of Monroe.

The negotiations dispute is confined to the contract between the city and the City of Monroe Police Dispatchers Association. According to Monroe Police Chief Fred Kelley, the department has five dispatchers.

Two major differences between the city's contract offer and the WPPA's offer include a pay raise scale and co-payments of health care premiums.

Both contract offers include a January/July split (2 percent, 1 percent) hourly wage increase for 2007. The association is asking for the same split for 2008. But the city is offering a flat 3 percent increase effective on Jan. 1, 2008.

The city is also asking for the association members to take on 5 percent of the health care premiums beginning in 2008. The city paid full premiums for family and single coverage up to Dec. 3 31, 2007.

The dispatchers' contract expired Dec. 31, 2006. Since that time they have been working under the old contract terms, "still paid regular salaries," Kelley said.

Any new wages or benefits received in the final arbitration award will be retroactive to January 2007.

The dispatchers association is a member of the WPPA/Civilian Employee Relations Division (CERD). CERD addresses issues unique to the civilian members of the WPPA.

WPPA, a non-profit service organization, serves about 11,000 active and retired law enforcement personnel from over 380 local associations. It engages in employment relations, collective bargaining, legislative lobbying, legal assistance for law enforcement personnel and providing fraternal opportunities for its members.

The Monroe Professional Police Association, also part of the WPPA, has 23 sworn police officers. Their contract with the city expired Dec. 31, 2007. But Kelley said that association is still in negotiations with the city.

Four other members of the department include clerical personnel and meter attendants. They belong to the Association of State, County and Municipal Employees (ASCME).
