County budget busts bailed out with general funds

MONROE - Green County Board supervisors seemed satisfied with explanations of why some departments and accounts went over budget in 2007.

Tuesday, the board unanimously approved fund transfers of about $747,545.82 from the general fund to 18 accounts that were over budget.

The final decision didn't come until the board received answers to its questions.

Green County Human Services Director Greg Holcomb explained why his department was about $236,000 over budget.

Holcomb told the board there were unexpected costs due to child care for children who were placed in foster homes or had to receive extra assistance from Green County Human Services.

Pleasant View Nursing Home Director Don Stoor told the board his department was over budget because it had to hire nurses from a private agency and write off bills the nursing home wasn't going to be able to collect.

The board also voted unanimously to transfer about $434,000 from various departments to the county's general fund.

About $45,000 was transferred from the county's property department back to the general fund because the cost for a retaining wall around the Green County Courthouse property was less than expected and because the Ag Building wasn't in use for the entire year.

In other business, the board voted unanimously to:

• Give department heads and elected officials a 2.75 percent cost of living increase effective Jan. 1, 2008.

• Allow Green County Treasurer Sherri Hawkins to apply for a land records grant through the state.

• Combine the county's Property, Purchasing and Insurance Committee with the county's Conservation and Parks Committee to form the Green County Property, Parks and Insurance Committee.

The board also heard annual reports from Green County Clerk Mike Doyle, Green County Sheriff Randy Roderick and Green County Zoning Administrator Adam Wiegel.
