MONROE - Bradley D. Voegeli, 40, Monroe, was cited for a defective headlight, sixth offense operating a motor vehicle while intoxicated and open intoxicants by the driver, following a traffic stop at about 7:15 p.m. Thursday in the 2300 block of 13th Street. Voegeli was jailed pending court.

• An underage tobacco possession citation was issued at about 11:45 a.m. Thursday at Black Hawk High School.
