MONROE - Kevin R. Gitchel, 38, Beloit, was arrested for fourth-offense driving under the influence following a traffic stop at about 10 p.m. Friday in the 400 block of South Mechanic Street in Albany.

He was also cited for open intoxicants in a vehicle and a defective license plate lamp.

He was jailed.
