MONROE - Green County residents can start watching for their 2010 census forms in the mail.

Census forms will be delivered in February and March, according to Cara Carper, Green County UW-Extension Community Resource Development agent who is over-seeing the local process.

April 1 is "Census Day", and census questions pertain to the number of people in a household on that day.

Carper expects about 98 percent return of the forms. Wisconsin's census return rate in 2000 was about 70 percent.

"In Green County, we have good, law-abiding, do-the-right-thing people," she said. "We'll get a good response here."

Those people who do not return the form can expect a visit from a census enumerator between May and July.

"We are reaching out to people here," Carper said. "Particularly those who are new to the area and those who don't speak English."

Anyone who is homeless will try to be found by the Green County's Office of Human Services and community organizations, such as St. Vincent's De Paul, Carper said.

The 2010 census will determine whether the county needs redistricting and how much federal money it receives.

According to the 2010 census Web site, each question helps to determine how more than $400 billion will be allocated to communities across the country.

Carper does not believe Green County's population has changed enough to effect county board seats.

"The big concern is losing a representative," she said.

Wisconsin lost a United States congressman after the 2000 census.

Carper is working with a census employee from the Madison 2010 census office, Steve Vedro. Vedro is responsible for setting up assistant centers around the county through local and community groups.

"We are in the phase of mostly preparing for the big roll-out," Vedro said, Thursday.

Vedro said Carper will be informed of the locations of assistance centers by the end of next week.

The assistance centers will be staffed with census employees to help people fill out their forms.

The forms are one-page, short forms, with 10 questions.

"There is no long form," Carper said.

She said the federal government has been collecting socio-economic information, once found in the long census form, on an annual basis since 2000, with the American Community Survey sent to people through random sampling.

The Madison 2010 census office is responsible for southern and southwestern Wisconsin, which includes Columbia, Crawford, Dane, Grant, Green, Iowa, Lafayette, Richland, Rock and Sauk Counties.
