MONROE - A convicted sex offender will be released in the community Tuesday.
Duane E. Segner, 42, will live at 1317 17th St.
Segner was convicted of first-degree sexual assault of a child in March 2005. He was sentenced to five years in prison and 15 years probation.
According to Monroe Police Chief Fred Kelley, Segner will be under 24-hour monitoring. He will be closely supervised by Wisconsin Probation and Parole agents. He also will be subject to frequent, unannounced visits by agents.
In addition, Segner can't contact the victim or have unapproved meetings with minors; drink alcohol or use illegal drugs; enter bars, taverns or liquor stores; and can't have any romantic relationships without prior approval.
Any violation of the terms of his release will result in being taken into custody. Anyone who witnesses Segner violate any of the rules is encouraged to contact the Monroe Police Department at 329-2400, or report the violations to any other law enforcement agency.
Segner will be registered as a sex offender. Kelley said Segner will be escorted to the Monroe Police Department for a face-to-face registration with police officers. Segner is 5-feet 8-inches tall and weighs 186 pounds. He is a white male with brown hair and blue eyes.
The Monroe Police Department plans to notify people near the location of Segner's address and also plan to contact local schools.
Kelley said the public notice isn't intended to increase fear. The notice is intended to inform the public.
"An informed public is a safer public," Kelley said. "The notice is meant to increase awareness and to emphasize the need to practice protective behaviors with your children."
