Report: Care needed for man facing charges of child porn

MONROE - A Monroe man accused of possessing child pornography will undergo further evaluation by a psychiatrist to find out if he is capable of understanding the charges against him.

Daniel E. Bliss, 34, was interviewed by psychiatrist Dr. Craig Schoenecker in February to determine if he is competent enough to stand trial. District Attorney Gary Luhman said Tuesday in Green County Circuit Court that Schoenecker recommended in his report that Bliss receive outpatient care to assist with his "cognitive defects."

"Dr. Schoenecker said in his opinion "in regards to competence, the defendant (Bliss) could regain competence within 12 months,'" Luhman said. "The state has no objection to Mr. Bliss receiving outpatient care unless he is not approved."

Bliss is charged with three Class D felony counts of possession of child pornography and one Class H felony count of intentionally contributing to the delinquency of a child.

Bliss appeared in court Tuesday and a review hearing was set for April 6, because Luhman and Bliss' attorney Timothy Burns had received Schoenecker's report the day before and were unable to properly review it.

Burns said he wanted a week-long extension to advise Bliss on the next step, and the limited amount of research he was able to do on the report restricted him from assisting Bliss.

"I simply do not know what to tell this man," Burns said. "I have not been able to do all the research."

Bliss' bond was modified to allow him to attend family gatherings where minors will be present if he is supervised by his mother. Judge Jim Beer did not allow for bond to be further modified so that Bliss could have incidental contact with minors; Bliss remains barred from having any contact with any person under the age of 18.

Court records indicate a Division of Criminal Investigation agent searched a state database that reports suspected child pornography uploaded to Facebook in Wisconsin. Bliss' Facebook profile came up from the search and when he was interviewed in March 2014, it was discovered Bliss had been texting a young boy via Facebook Instant Messenger just prior to the DCI agent's arrival. The agent found pictures of a nude prepubescent girl in the messages. The agent then posed as Bliss and texted with the 17-year-old boy who messaged back that the victim in the photos was 16 years old at the time.

Bliss had his laptop and phone seized and at least three videos allegedly depicting prepubescent children engaged in sex acts were found on the hard drive of the laptop.
