Police negotiations continue

MONROE - Negotiations and arbitration between the City of Monroe and its sworn police officers and dispatchers in two separate meetings were not resolved last week.

Negotiations between the Wisconsin Professional Police Association (Monroe Professional Police Union) sworn officers and the city will continue at 5 p.m. April 24.

The Monroe Professional Police Association has 23 sworn police officers. Their contract with the city expired Dec. 31, 2007.

The contract with the Monroe Police Dispatchers Association went to arbitration on March 28, with arbitrator and mediator Howard S. Bellman, Madison, appointed by the Commissioner of the Wisconsin Employment Relations Jan. 10.

According to Police Chief Fred Kelley, both sides have 30 days to exchange briefs. After a 14-day wait, Bellman will have 60 days to settle the contract, issuing a final and binding arbitration award.

Two major differences between the city's contract offer and the WPPA's offer included a pay raise scale and co-payments of health care premiums.

Both contract offers included a split (2 percent, 1 percent) hourly wage increase for 2007. The association was asking for the same split for 2008. But the city offered a flat 3 percent increase effective on Jan. 1, 2008.

The city was also asking for the association members to take on 5 percent of the health care premiums beginning in 2008. The city paid full premium for family and single coverage up to Dec. 31, 2007.

The dispatchers' contract expired Dec. 31, 2006. Since that time they have been working under the old contract terms, "still paid regular salaries," Kelley said.

The dispatchers association is a member of the WPPA/Civilian Employee Relations Division, which addresses issues unique to the civilian members of the WPPA.

WPPA, a non-profit service organization, serves about 11,000 active and retired law enforcement personnel from over 380 local associations. It engages in employment relations, collective bargaining, legislative lobbying, legal assistance for law enforcement personnel and providing fraternal opportunities for its members.

The city police department include clerical personnel and meter attendants, who belong to the Association of State, County and Municipal Employees (ASCME).
