MONROE - A Monroe man has been charged with four felony counts of Medicaid fraud.
Anthony R. Anglin, 28, of Monroe, faces the charges as owner and operator of Anglin Transport Services, Inc., a specialized medical vehicle provider. A state criminal complaint alleges that Anglin knowingly made false statements in support of claims for payment for Medicaid reimbursement relating to transportation services for four patients.
Those claims totaled more than $111,000, according to the complaint, filed in Green County Circuit Court on May 31.
From June 13, 2009, to April 19, 2010, "Anglin was billing Medicaid for transporting Medicaid recipients to medical appointments in a cot or stretcher," the complaint said. "In order for a provider to appropriately bill for transporting recipients in a cot or a stretcher, the provider must have a vehicle that is equipped with a fastener assembly that secures the cot or stretcher to the side and the floor during transport."
The complaint also said, "Anglin indicated his reason for submitting claims for cot/stretcher transportation was that recipients lay down in seats within the van or laid on a stretcher he had set up in the vans. He stated he secured the stretchers down in the van, but the stretchers were not secured in a way that would have met proper standards nor would they have been approved by inspectors."
A Wisconsin State Patrol investigator inspected three other vehicles used by Anglin's business and "reported that none of the three vehicles contained cots or stretchers, nor did they have fastener assemblies for transporting patients on a cot or stretcher."
Anglin was certified under the Medicaid-based specialized medical vehicle transportation program in February 2006, and he reported to state officials that he was using one 1994 Dodge van - and that he was the only driver.
Prosecutors also allege that he used multiple drivers and vehicles.
An initial appearance for Anglin on the charges is set for 1:15 p.m. July 11 before Green County Circuit Judge Thomas J. Vale.
The counts against Anglin are Class H felonies, punishable by up to six years in prison and a $25,000 fine.
Attempts to reach Anglin for comment were unsuccessful Wednesday.
