The High Performer rating entitles the housing authority to an additional 3 percent in Capital Grant Funds. The housing authority receives more than $60,000 per year in grants for property improvements.
The Real Estate Assessment Center, a division of the Department of Housing and Urban Development, evaluates housing authorities annually, or every other year when designated as a high performer. The evaluation looks at four key areas of operation: physical condition of the property, management practices financial strength, and capital funds used. The physical inspection score, which accounts for 40 percent of the score, evaluates the units, grounds, common areas, and systems. Management practices, 25 percent, evaluates unit turnover, vacancy rate, capital project management, and contract administration.
