MONROE - At a meeting Tuesday, the City of Monroe Board of Public Works:

• Approved bills for rainmaker for $2,000 for swimming pool evaluation; E & N Hughes for $86,600 for Lake Drive sewer and pump project and $73,300 for Lake Drive street construction project; and Iverson Construction for $81, 700 for Lake Drive water, sewer and storm project.

Member Charles Schuringa and Tyler Schultz were absent.

MONROE - At a meeting Tuesday, the city of Monroe Public Safety Committee:

• Discussed regulating parking in the downtown area and took comments from the public. Discussion included how business owners perceived parking problems, various parking regulating and enforcing methods, and the use of the parking ramp. No action was taken.

Member Tyler Schultz was absent.

MONROE - At a meeting Tuesday, the City of Monroe Finance and Taxation Committee:

• Reviewed the capital plan narratives requested by the council. A motion, made by Reid Stangel and seconded by Brooke Bauman, to recommend the plan to the council failed to pass on a tie vote. Tyler Schultz and Louis Armstrong voted against.



MONROE - In a meeting Tuesday, the City of Monroe Common Council:

• Voted unanimously to approve the mayoral appointment of Dan DeMuth to the Housing Authority Board of Commissioners to replace John Waelti for a term to end on Jan. 31, 2013.

• Heard from Gene Rood, Monroe, concerning the lack of a place for people with disabilities to meet and socialize in the city and county. Rood said he would be submitting complaints for violations of Title 2 of the American with Disabilities Act (ADA).

• Approved a certified survey map for Jim Belke for land in the vicinity of 9th Avenue and 17th Street.

• Approved $654,000 to pay bills.

• Approved Monroe United Methodist Church Twining Park worship service; Green County Fall Nationals Tractor and Truck Pull; and Monroe High School homecoming parade.

• Granted miscellaneous licenses.

• Granted a temporary "Class B" beer and wine license to Green County Farm Bureau.

• Approved temporarily amending the premises descriptions for the "Class B" liquor and beer licenses issued to Turner Hall of Monroe Inc. and French Quarter, Inc. to add an outdoor beer garden area on Sept. 14 - 16.

• Granted a temporary Class "B" beer license to Monroe Lions Club for an outdoor beer garden for the tractor pull on Sept. 22.

• Approved unanimously a second contract extension with Iverson Construction, LLC for the Lake Drive Project. The extension gives an additional four days to complete work. A previous extension had allowed 30 days extra. Iverson will pay $1,000 per day after July 27, for not meeting the contract deadline.

• Approved unanimously a change order to the consulting agreement with AECOM for the wastewater treatment plant design and bidding services. The order adds up to $6,000 to the contract to cover the cost of applying for Focus on Energy funds, which could provide up to $100,000 in funding and up to $145,000 in future energy savings.

Mayor Bill Ross introduced the new director of Water and Wastewater Utilities, Alan Eckstein.

Alderman Michael Boyce asked that some city codes be changed to reflect City Administrator Phil Rath's position and duties, particularly where they apply to the budget process.

Mayor Bill Ross rebuked council members for their delay in taking action on passing the capital plan for the 2013 budget and "picking it to death," which, he said, is threatening to push the budget planning process "up to the last minute" as it happened last year. Ross said citizens want to be assured that the council members were working together.

Rath noted the abandoned property at 1011 11th Street will be razed starting Sept. 10, in time for completion by Cheese Days.

Alderman Charles Schuringa was absent.
