MONROE - In a meeting Monday, Oct. 15, the City of Monroe Board of Public Works:
Toured the swimming pool facilities and reviewed an evaluation of their current condition, prepared by Ramaker and Associates. The pool is showing some cracking around the top and gutter portions of the wall, which can be replaced in about 10 years, but otherwise, the pool has been well-maintained and is in good condition. The boiler system must be replaced as soon as next year. The committee asked Paul Klinzing, parks supervisor, to update the five-year capital plans to reflect the recommendations, including $118,000 for 2013.
Approved bills from Whitney Tree Service for $4,700 for stump removals and E & N Hughes Co., Inc. for $72,100 for street construction on Lake Drive.

Approved the installation of stop signs at 16th Avenue and 23rd Street.

Reviewed and discussed the 2013 budget. Net new construction allows for an additional $28,000 in the city tax levy compared to 2012 actual levy. No action was taken.
MONROE - In a meeting Tuesday, Oct. 16, the City of Monroe Common Council:
Received an update on the treasurer's report. Cash reconciliation and final audit numbers is expected Wednesday, Oct. 17.
Accepted a plaque and flag from Carl Schwartz to recognize City of Monroe as a "Bird City Wisconsin Community."
Held a public hearing and voted unanimously to repeal ordinances creating a special committee and fund for Mary Wuthrich memorial funds. It also voted unanimously to authorize spending principal and interest from the Mary Wuthrich Memorial Fund totaling $26,600, for capital purposes related to the Behring Senior Center.
Voted unanimously to approve city contributions or reimbursements for 2013 health insurance for various categories of city employees and retirees. Retirees will be reimbursed $86.50 per month for a single coverage plan, or $264.50 per month for a family plan. Part-time employees working less than half-time will receive $185.80 or $463 per month and those working half-time or more will receive $371.60 or $926.88 per month, for single or family plans respectively. The city will contribute 88 percent of premiums and surcharges for full-time employees, which is $654 or $1,631 per month for single or family plans respectively. WPPA and non-union represented law enforcement members are excluded, pending labor negotiations.
Approved special events, including Main Street Monroe Halloween Parade, 3:30 to 5:30 p.m. Oct. 31 starting in the 1200 block of 16th Avenue; Green County Family YMCA Halloween Hayride, 5 to 9:30 p.m. Oct. 26 in Twining Park; and set trick or treat hours in the city for 5:30 to 8:30 p.m. Oct. 31.
Approved unanimously construction to extend a fence separating the airport and a quarry and a maintenance agreement with Russel Rufer. Rufer will reimburse the city for construction and on-going maintenance costs.
