MONROE - In a meeting Monday, the City of Monroe Board of Public Works:

• Approved bills for payment from Fehr-Graham and Associates for $1,560 for work on underground storage tank at 718 8th St.; Veolia Environmental Services for $2,490 for November recycling; Whitney Tree Service for $2,950 for tree removals and trimming; and Town and County Engineering for $2,900 for Lake Drive inspection.

• Discussed a construction-related services agreement with AECOM. Committee asked for other quotes and for the city attorney to look over the AECOM proposal.

• Agreed to let the water utility go through state bids for the purchase of a 2013 mid-size administrative automobile.

• Reviewed quotes and authorized hiring Maddrell Excavating as an outside contractor on a per incident contract for 2012-2013 excavating work for broken mains. E&N Hughes was selected as a secondary contractor in the event a company is needed for backup.

• Reviewed a proposal and recommended to the council to hire Ramaker and Associates at $7,800 to perform engineering services for the swimming pool boiler system replacement.



MONROE - In a meeting Monday, the City of Monroe Public Safety Committee:

• Recommended to the council to approve Lighted Christmas Caroling on the Square.

• Approved a request to install "school bus stop ahead" signs on 27th Avenue.

• Approved yield signs be installed at 20th Street and 12th Avenue.



MONROE - In a meeting Monday, the City of Monroe Salary and Personnel Committee:

• Discussed a contract proposal for executive level legal services at a monthly flat-rate fee of $5,900, plus health issuance benefits, and a proposal for IT services from City Attorney Rex Ewald. The committee asked Ewald to proceed with drafting the contract, which it will have reviewed by an outside attorney.

• Recommended to implement a policy to require summary reports from employees who attend conferences, training and professional development programs.

• Recommended to the council to hire a recreation supervisor, beginning Jan. 7, starting with a 6-month probation period at $38,000 annually, followed by a step 1, grade 10 pay level of $42,370.



MONROE - In a meeting Tuesday, the City of Monroe Finance and Taxation Committee:

• Heard a presentation on result of 2011 audit.

• Postponed consideration of status of revolving loan fund status.

• Postponed discussion of PILOT payment from Water Department.

• Reviewed and approved on a 3-1 vote to consolidate several accounts and close some bank accounts, as presented by Comptroller Bridget Schuchart. Tyler Schultz voted against.

• Recommended to the council to approve 2013 Park and Recreation Department and Behring Senior Center fees. The fees are the same as 2012 fees.

• Discussed possibility of offering an extra $10,000 to Chamber of Commerce for additional marketing and conference expenses, a recommendation offered by Tyler Schultz. The money would come out of the city's unassigned general funds. The committee asked to see stipulations placed on the use of the funds. Pam Christopher, Chamber executive director, will be asked to present possible uses for the money at a January meeting.

• Recommended to the council to approve banking signatory resolutions, with two signatures required for withdrawals.



MONROE - In a meeting Tuesday, the City of Monroe Common Council:

• Voted unanimously to approve the mayoral appointment of Phil Rath to the Green County Development Corporation board for a three-year term to end on Dec. 31, 2015.

• Voted unanimously to approve the mayoral re-appointment of David Riese, Barb Gelbach, Luis Carus, Ryan Wilson and Ron Markham to the Business Improvement District board for a two-year term to end Dec. 31, 2014.

• Set a public hearing for Jan. 15 on rezoning property at 715 17th St.

• Approved the Park and Recreation Department and the Behring Senior Center fees for 2013. The fees did not change from 2012 rates.

• Approved banking signatories.

• Approved unanimously to hire Dan Trussoni as the recreation supervisor.

• Approved on a 7-2 vote to approve salary adjustments for three non-union employees for 2013. Sara Conway and Tyler Schultz voted against.

• Approved unanimously to ratifying a contract with Monroe Professional Police Association WPPA/Leer Local No. 44.

• Voted unanimously $326,600 to cover bills.

• Approved Lighted Christmas Caroling on the Square, from 5 to 6 p.m. Dec. 21.

• Approved a corporation name change to Luna Maya Mexican Restaurant, Inc. and agent change to Oscar Vigil for a reserve class B liquor and beer license currently issued to Fiesta Cancun Mexican Restaurant of Monroe, Inc.

• Voted unanimously to authorize hiring Ramaker & Associates to perform engineering services at a cost of $7,800 for the swimming pool boiler system replacement, including replacement of the boiler, boiler recirculation pump, heat exchanger and hot water tank and improvement of the equipment room ventilation.

• Approved unanimously to move the next council meeting to Jan. 2, 2013.

Mayor Bill Ross granted Alderman Charles Schuringa his request to lighten his committee duties by stepping down as chairman of the Salary and Personnel Committee. Ross appointed Brooke Bauman as chairman of the committee.

Tom Miller thanked the city employees and police for coordinating all the recent parades in town. Miller updated the council on the airport terminal construction project progress. The project is scheduled to go before the Plan Commission Jan. 9. Contracts for construction are expected to be awarded in April, with construction staring in May.

City Attorney Rex Ewald asked for a short training session on open meetings to be placed on a future council agenda.

Rath commended the council on moving forward on the city's compensation plan. He listed several reasons for having such a plan in place.
