Monroe Common Council: April 5, 2013

MONROE - In a meeting Wednesday, the City of Monroe Common Council:

- Held a public hearing and voted unanimously to amend the Monroe City Code, to permit business offices and outlet stores and to conditionally permit catalog merchandising centers in the General Business District.

- Voted unanimously to approve a health insurance reimbursement for Medicare-eligible retirees with an ineligible dependent.

- Approved unanimously $479,500 to pay bills.

- Voted 7-2 to deny a claim of $328 for a broken windshield, from John Schild. Jan Lefevre and Sara Conway voted against the motion.

- Voted 7-2 to approve an agreement with Green County Humane Society for services. Brooke Bauman and Conway voted against.

- Approved permanent status for the ATV route from Wis. 69 to the county fairgrounds.

- Approved the Monroe Chamber Market on the Square, May 8-Oct. 26.

- Granted miscellaneous licenses.

- Approved unanimously a revised agreement between Wis. DNR and the city, for construction and maintenance of the trailhead facilities on the Badger State Trail. The revisions included an expanded definition and clarification of capital repairs.

- Voted unanimously to accept bids and awarded a contract to Monroe Heating and Sheet Metal for $37,230 for the swimming pool boiler replacement project.

- Voted unanimously to approve an agreement with Energenecs, Inc. for $138,400 for Water Department SCADA services.

- Voted unanimously to approve an annual $2,750 interdepartmental appropriation from Wastewater to Water for use of space on the Monroe (North) Business and Industrial Park water tower.

- Approved the Behring Senior Center policy on inappropriate behavior.

- Approved a revised electronic communication and information systems policy, to include requirements for information retention on newer technology devices.

Noreen Rueckert, director of Green County Tourism presented updates on tourism projects and the guide book

Butch Whitney of Whitney Tree Service invited city officials to a seminar on the Emerald Ash Borer.

The council members agreed by consensus to hold all future open committee meetings in the main Council Chamber.

City Clerk Carol Stamm updated the council on the process for filling the Ward 4 seat, which had no candidate running in the election and no write-in winner.

Sara Conway and Jan Lefevre were recognized as non-returning council members.



MONROE - In a meeting Wednesday, the City of Monroe Salary and Personnel Committee:

- Approved advertising a position for a part-time laborer at the Parks Department. Previously posted through the union, the position received no response.

- Discussed amending city ordinances to include performance reviews of city employees, but the committee voted to include performance reviews requirements in the employee policy handbook.



MONROE - In a meeting Wednesday, the City of Monroe Information and Technology Committee:

- Met with a representative with Granicus about the process of videotaping meetings for the city website and archiving.



MONROE - In a meeting Wednesday, the City of Monroe Revolving Loan Fund Committee:

- Discussed possible scenarios of a current loan to Fairplay Packaging, which is undergoing restructuring. The committee requested a meeting with all parties involved to determine a course of action.

- Discussed the semi-annual report. A balance of $1.8 million remains with two loans in default.

- Heard updates on the regionalization of the Revolving Loan Fund. Four counties have now agreed to participate in the Southwestern Wisconsin Business Development Fund, Inc. A meeting of the participants will be held Friday, April 5, according to City Administrator Phil Rath, who will attend.

- Voted unanimously to write off $25,400 remaining on a defaulted loan to CPP Computers.



MONROE - In a meeting Monday, the City of Monroe Board of Public Works:

- Approved a bill from Whitney Tree Service for $8,900 for 49 hours of tree removal and trimming.

n Heard an update on the wastewater upgrade project from Jay Kamp of AECOM. A pre-construction meeting is scheduled for April 17, with groundbreaking to begin by end of April.

- Reviewed quotes for 2013 construction materials and authorized purchases from Rock Road, Reese Construction, Rufer & Son Excavating, and Janesville Sand and Gravel.

- Discussed and approved agreement to purchase sodium chloride through WisDOT.

- Discussed and recommended to the council to approve an agreement with Energenecs, Inc. for $138,000 for Water Dept. SCADA services. A settlement with Siemens will provide $70,000 to the project.

- Discussed and recommended to the council to approve an annual interdepartmental appropriation of $2,750 from Wastewater to Water for use of space on a water tower.

- Discussed and approved future private lease agreements for space on a water tower at $3,000 annually.

Tom Boll, Street and Sanitation Department supervisor, announced the city received a state recycling grant of $74,300, about $100 more than last year.



MONROE - In a meeting Monday, the City of Monroe Public Safety Committee:

- Reviewed and recommended to the Council to approve a service agreement, updated with previously approved changes, with Green County Humane Society.

- Recommended to the council to approve the ATV route from Wis. 69 to the Green County Fairgrounds as a permanent route.

- Discussed requests for timed parking in and around the 900-1000 blocks of 18th Avenue and the 1700-1800 blocks of 10th Street, and specifically in front of Wisconsin Bank and Trust. The committee took no action, pending a parking study to be completed through the parking ramp ad hoc committee. Representatives from Paul Mitchell The School said they would increase their efforts to assure students at the school use public parking lots and would ask about using space in the Green County EMS lot.

- Recommend to the council to approve Monroe Chamber of Commerce Market on the Square. The market will occupy space on the Square's west side from 2-6 p.m. on Wednesdays and north side from 8 a.m. to 1 p.m. on Saturdays. The outdoor market begins May 8 and runs through Oct. 26.

Lane Heins, deputy chief of the Monroe Fire Department, announced the fish fry fundraiser for the MERIT Center on March 31 served 937 people and brought in more than $9,800 before expenses. The event served 535 people last year.



MONROE - In a meeting Monday, the City of Monroe Community Improvement Committee:

- Heard an update from City Administrator Phil Rath about the city's TIDs and a projection for the 2014 budget. Two of the TIDs, No. 4 and No. 7, are struggling to meet financial obligations, and a third, No. 8, is not performing well. TID No. 5 is doing OK. TID No. 6 is doing well and acts as a donor to fill an annual $50,000 gap in TID 4.

- Heard from Rath regarding city's performance development agreements and the updated assessments of non-performance penalties. Six developments were not charged last year, but should have been. Three developments had not paid penalties in multiple years, one of which is disputing the charges.



MONROE - In a meeting Monday, the City of Monroe Community Improvement Committee:

- Discussed the decreasing amount of vacant land available for economic development within city. Pam Christopher, executive director of Monroe Chamber of Commerce, which is under contract to oversee the city's economic development, is looking for more land to be purchased. So far, land owners are not interested in selling at a price the city is willing to invest.

- Discussed how the city might be able to measure service performance by economic development agents. The committee will discuss possible methods at future meetings.
