Monroe City Council: Week of Nov. 18

MONROE - At a meeting Monday, Nov. 18, the City of Monroe Board of Public Works:

• Approved bills for payment from Advanced Disposal for $2,150 for October recycling; Fehr-Graham and Associates for $1,600 for work on storage tank at 718 18th Ave.; Miron for $1.4 million for wastewater treatment plant upgrade project; and Whitney Tree Service for $150 for removal of tree limb.

• Approved the purchase of a dump box, plow wing and spreader from Monroe Truck Equipment quoted at $54,184 for the stormwater utility chassis.

• Reviewed and approved a joint letter with DOT releasing the design engineer for errors and omissions related to the internal height issue of the Badger Trail bridge over 8th Street. This step allows the city to finalize its state DNR 50/50 grant reimbursement for $118,000 of the bridge replacement project in 2011. The trail bridge was designed too low for the trailblazers' groomer equipment. The DNR is furnishing the trailblazers a bobcat and drag to fit under the bridge trusses, according to Al Gerber, city engineering department supervision.

Tyler Schultz asked about street lights at 21st Avenue and Wis. 69 and at W. 4th Avenue and 8th Street, and about leaf collection during alternate side parking restrictions. Tom Boll, street department supervisor, advised on the status of the street lights being fixed. He also said the department had two crews and two sweepers out picking up leaves.

Tom Miller asked about the WWTP upgrade and need for a Public Works director to oversee the project. City Administrator Phil Rath stated that the project was moving along, the utility's administrative secretary would start Monday and a recommendation for hiring a DPW would be coming in December.



MONROE - At a meeting Monday, Nov. 18, the City of Monroe Public Works Committee:

• Discussed and unanimously approved the cost and placement of recreational trail crossing signs at six locations for about $1,700.

• Recommended to Salary and Personnel Committee to replace a police lieutenant position with a police captain position that has increased responsibilities and requires advanced training and more education, with no change to the police budget. The position would start at a Grade 18, step 3 on the salary scale, for $61,500.

• Postponed for further information an approval to allow an ATV/UTV route use of the shoulder of County K from The Den to 13th Street.

• Recommended approval of Main Street Monroe Main Street Annual Lighted Christmas Parade and Float Display, from 5-9 p.m. Friday, Dec. 6, downtown area.

• Reviewed the 2012 police annual report with Chief Fred Kelley.



MONROE - At a meeting Tuesday, Nov. 19, the City of Monroe Salary and Personnel Committee:

• Voted unanimously to recommend the council approve replacing the vacant police lieutenant position with a police captain.



MONROE - At a meeting Tuesday, Nov. 19, the City of Monroe Common Council:

• Unanimously approved a consent agenda with $1.97 million for bills and miscellaneous operator licenses.

• Voted unanimously to adopt the Monroe Business Improvement District operating plan and authorizing it to levy a special assessment of $37,500 for 2014.

• Voted 6-3 to proceed with painting the parking ramp interior. Tyler Schultz, Louis Armstrong and Chris Beer voted against.

• Set a public hearing for Tuesday, Dec. 17 for rezoning a mobile home park at 801 8th Street from manufacturing to trailer park. Jeff Newcomer asked that the proposed zoning be changed to general business or some other zone, saying the mobile home zone is not in the best interest of the city going forward. No action was taken.

• Unanimously approved the cost reimbursement agreement with Twining Park.

• Unanimously approved the police department captain position, job description and pay grade.

• Approved the Main Street Monroe Lighted Christmas parade.

• Voted 8-1 to approve the sale of the Water Department Wasserhaus facility at 1065 5th St. for $319,000, and to pay $2,000 per month in rent for use of the property beginning Jan. 1, and continuing until the city no longer occupies it. The Water Department is scheduled to move to the new wastewater treatment plant facility. The Wasserhaus sale does not include Well No. 3 and enough property surrounding it to service the well. Schultz voted against the motion, stating he was disappointed the method of the sale was not open to other bidders.

• Unanimously approved change order No. 6 for the wastewater treatment plant upgrade project, for $90,000.

• Voted unanimously to authorize the purchase of a dump box, plow wing and spreader for $54,184 from Monroe Truck Equipment.

• Unanimously approved the joint release letter with Wisconsin Department of Transportation regarding the trail bridge replaced over 8th Street.

City Clerk Carol Stamm swore in Jacob Teasdale as the newest member of the Monroe Police Department.
