MONROE - On Tuesday, Monroe Common Council:

n Adopted the proposed Business Improvement District operating plan and levy for 2018.

n Heard Cara Carper, executive director of Green County Development Corporation, present on the merits of proposed UniverCity program, which would connect 300 University of Wisconsin-Madison students to Green County. The students would complete project ideas proposed by municipalities from fall 2018-19 at a cost of nearly $5,000 per community, which is included in proposed cuts to the city budget.

n Approved the Lighted Christmas Parade organized by Main Street Monroe to be held in downtown Monroe 5-8:30 p.m. Dec. 1.

n Agreed to borrow $1.85 million from the state trust fund at a 4 percent interest rate to be paid back annually for the next 20 years to fund the purchase of a 98-acre parcel along Wisconsin 81 and County N commonly referred to as the Dolan Property.

n Set Nov. 21 as the public hearing date for the proposed 2018 budget.

n Approved a proposed capital energy project plan from Schneider Electric to update the heating and cooling systems at Monroe City Hall at a cost of $2.455 million paid back over 10 years, which is projected to provide energy savings of roughly $25,000 each year.

n OK'd the installation of two stop signs at the bottom of the hill on 6th Ave West.

n Granted a citizen request to install a street light at 2425 4th Street.

n Returned discussion of four timed parking spots along each side of the Square to committee level to determine the parking ticket fee for violation of the proposed 10-minute limit.

n Approved the 2018 Airport Supervisor Contract with Rob Driver following discussion of a $5,000 increase to provide a total of $55,000 annual salary. Alderman Brooke Bauman asked about changes to duties that would justify a 10 percent increase while the city is determining how to cut positions to balance its budget. Airport Board member Ron Marsh said the airport was willing to cut expenses elsewhere to "get quality service we need at the airport." Bauman was the sole vote against the contract.

n Set the public hearing date for Nov. 21 for a plan to petition the Secretary of Transportation for airport improvement aid to replace a runway at the Monroe Municipal Airport.
