MONROE - In a meeting Tuesday, the City of Monroe Salary and Personnel Committee:
- Approved a policy that "No person shall smoke in any City of Monroe owned or leased building, vehicle, or piece of equipment."
- Discussed the vacant deputy clerk position. City Administrator Phil Rath presented a list of options available to the committee, including refilling the position full-time or part-time; reassigning the duties; and combining the position with duties of other vacant positions, such as employee safety director. City Clerk Carol Stamm presented the idea of sharing a deputy clerk with other municipalities. The committee took no action and are waiting for the new mayoral ad hoc committee to review the city government structure and make recommendations.

MONROE - At a meeting Tuesday, the City of Monroe Board of Public Works: elected Neal Hunter as president and Michael Boyce as vice-president of the board.
MONROE - At a meeting Tuesday, the City of Monroe Common Council:
- Updates regarding Mayor's activities
- Set a public hearing date of June 7 for an ordinance amending the definition and use of billboard's for conditional uses in the R-1, R-2 and B-2 zoning districts.
- Set a public hearing date of May 17 for an ordinance creating an Information Technology Committee.
- Awarded the sale of $1.1 million general obligation street improvement bonds to Baird, Milwaukee, on a 7-to-1 vote. Thurston Hanson voted against.
- Authorized hiring Daniel D. Barker, at the law firm of Constangy, Brooks and Smith, LLP in Madison, as the city's labor attorney as needed for negotiations, on a 7-to-1 vote. Hanson voted against.
- Unanimously approved a revised economic development services agreement with Monroe Chamber of Commerce, Inc. The changes reflect the council's decisions during budget meetings to allocate to MCC $15,000 for 2011, paid in monthly installments, and to require quarterly billings from MCC.
- Authorized hiring Scott Fields as a replacement police officer at an hourly rate of $22.11 per hour.
- Approved $256,000to pay bills.
- Approved special events for Cystic Fibrosis Foundation Great Strides Walk May 21 and Market on the Square May 4 through Oct. 29.
- Granted miscellaneous licenses.
- Approved a temporary class B beer and wine license for the Monroe Theatre Guild, Inc. production of "Noises Off."
- Approved Bradley Scott Pagel as the agent for the class A liquor license issued to Shop-Rite, LLC (Pick'N Save).
- Approved an updated stormwater master plan to meet new DNR requirements.
- Heard from Alderman Thurston Hanson concerning the prudence of appointing an alderman to the Police and Fire Commission. Hanson presented two legal opinions against the practice for City Attorney Rex Ewald to review.
