MONROE — On May 6, the Monroe Common Council:

●   Approved a certified survey map for T. Lee and Karen Craigo Land Division around the 800 block of 30th St.

●   Granted an annual operator’s license, a secondhand dealer license to Monroe Antiques Mall through April 2021, a dance license to Main Street Monroe and Colony Brands until July 2020, and a carnival license to Green County Ag Society & Mechanics Institute for the Green County Fair from July 17 to 21.

●   Awarded a contract to low bidder Carrousel Excavating to improve and create storm water detention ponds in the Monroe North Industrial Park for more than $380,000. Other bidders included McGuire Inc. of Monroe and Maddress Excavating LLC of Brodhead. Director of Public Works Al Gerber said the work will include updates to an existing pond west of Lamers Bus Lines along the Badger State Trail and the creation of a new pond on the west side near W&W Dairy.

●   Authorized a special event permit for Colony Brands Inc. to hold Monroe Badger Days from 4 to 11 p.m. on June 17 in the 600 block of 14th Avenue.

●   Approved a special event application from American Legion Post 84 to host a Memorial Day program event from 9 a.m. to noon, May 27 in Greenwood Cemetery.

●   Heard Alderwoman Brooke Bauman thank Behring Senior Center Coordinator Elizabeth Sorn for a recent veterans breakfast at the center during which four veterans received quilts of valor for their service.

●   Granted a temporary extension for Leisure Lanes to add an outdoor beer garden in conjunction with car shows and a bean bags league.

●   Approved a special event application from Main Street Monroe to host Concerts on the Square in the downtown area beginning May 31 and continuing until Aug. 16, the day of the final show.

●   Authorized a special event permit for Ten Junk Miles (Foot) Racing to host Badger State Trail Ultramarathon Foot Races from 6 a.m. Aug. 3 to 6 p.m. Aug. 4 along the trail between Orangeville and Belleville.

●   Granted a temporary “Class B” wine and fermented malt beverage license to ARC of Green County in conjunction with the annual balloon rally and blues festival.

●   Approved a special event application from ARC of Green County to hold the annual Monroe Balloon and Blues Rally from 6 p.m. June 14 to 11 p.m. June 15 at the Green County Fairgrounds.

●   Granted a temporary Class “B” fermented malt beverage license to Main Street Monroe in conjunction with Concerts on the Square.


On May 20:

●   Approved issuance of a “Class B” Liquor and Fermented Malt Beverage License to Richard Anderson, relinquished from Donald Lepper, Papa Don’s Horseshoe Saloon Inc.

●   Granted a temporary “Class B” Wine License to Green Haven Family Advocated in conjunction with Concerts on the Square.

●   Authorized a special event permit for Main Street Monroe to host Cars on the Square series of events from 3 to 10 p.m. June 7 and Aug. 23 in the downtown area. 

●   Approved issuance of a “Class B” Liquor and Fermented Malt Beverage License to Ludlow Events LLC, relinquished from Randall Haglund, Peppercorn Banquets and Catering LLC.

●   Granted a temporary Class “B” Fermented Malt Beverage License to Monroe Chamber of Commerce in conjunction with a Business After 5 event at Tru Home.

●   Authorized a special event permit for Main Street Monroe to host a summer kickoff event, “Musical Chairs on the Square” from 8 a.m. to 2:30 p.m. June 8 in the downtown area. 

●   Set a public hearing for June 3 of an ordinance upon recommendation from the Plan Commission to detach 0.3 acres of territory to Clarno Township roughly within the 800 block of 30th Street signed by T. Lee and Karen Craigo. 

●   Hired KL Engineering Inc. of Fitchburg for nearly $23,000 to design a storm water pond rehabilitation and stream restoration project in the 2000 block south of 21st Street within the city. The project is meant to restore and stabilize the stream bank originating from the 21st Street outfall near the golf course and leads into the first pond north of the 2600 block of 22nd Avenue. It will remove sediment. Director of Public Works Al Gerber said the department plans to apply for matching grants up to $150,000 to aid in the cost of the project slated for 2021. The storm water utility will also fund project costs.

●   Approved a permanent outdoor beer garden permit as extension of the Monroe Arts Center Class “B” Fermented Malt Beverage License.

●   Authorized a special event permit for the Green County Agricultural Society & Mechanics Institute to host the Green County Fair 2019 from 6 p.m. July 17 to 10 p.m. July 21.

●   Denied a claim filed against the city for full replacement value of missing trailer owned by Anthony Anglin upon recommendation from City Administrator Phil Rath. A trailer being stored at the MERIT Center through a verbal agreement made before the hiring of current Monroe Fire Chief Dan Smits went missing. Alderwoman Kelly Hermanson asked whether the agreement had been made with former fire chief Daryl Rausch, but Rath said he could not confirm who approved the supposed use of the center for the trailer. Anglin said he purchased it for roughly $3,000 in 2010 and was looking for repayment exceeding that amount. Rath said he was not given paperwork proving the cost of the unit and there was not enough adequate information to prove the claim that it had been taken. Anglin was sentenced in March 2012 to one year in jail for a felony conviction of Medicaid fraud, stemming from use of his former transportation service which he used to bill the program for trips with Medicaid patients he never transported from 2009 to 2010. He was also convicted at 17 of a felony charge of forgery and a misdemeanor charge of credit card fraud.

●   Approved a revised organizational chart to combine the role of deputy treasurer to the duties of utilities administrative support for an increased pay rate of $19.90 per hour, and the role of deputy clerk with the Department of Public Works administrative support with an increased pay rate of $20.11 per hour.

●   Appointed Assistant City Administrator Sam Liebert as acting city clerk with no salary change.

●   Recognized Monroe Police Department retiree Dan Maresch and partner K-9 officer Auggie. Maresch started at MPD in 2002, serving slightly more than 17 years, Chief Fred Kelley said. Auggie was brought on at the age of 1 and would have served 8 years in September. Kelley said K-9 officers usually spend roughly 7 years with departments. Kelley also donated the $1 purchase for Maresch to keep Auggie.

●   Heard Kelley bestow commendation awards on Monroe Police officer Mike Mortimer, for his performance in spotting the vehicle of a suspect associated with a murder in Janesville in 2018 and subsequent pursuit and ultimate persuasion of the suspect to surrender his weapon and himself. Kelley also commended officers Chris Hammill, Kim Quinn and Jeremy Larson for their assistance with the surrender of the suspect and the police chase. Kelley said all four officers actions’ reflected positively on the department.
