MONROE - At a meeting Monday, the City of Monroe Salary and Personal Committee:

• Removed the "probationary rate" of pay from the hiring contacts of James Wiegel, Sheryl Booth, and Paul Morris. The new city hiring policy that began January 2014 does not include a period of probationary pay rates for non-contractual (non-union) employees. The employees will receive back pay for their employment periods under the new policy.

• Authorized the Street Department to hire Alex Einbeck as a returning, summer employee for 2014.

• Authorized filling two vacant positions in the Street Department and transferring a part-time position from the street to the parks department. The positions are funded in the 2014 budget.

• Authorized the city administrator to proceed with investigating the costs and changes associated with a proposed new city organizational chart.



MONROE - At a meeting Tuesday, the City of Monroe Board of Public Work:

• Elected Reid Stangel as board president and Tom Miller as vice president.

• Approved for payment bills from Advanced Disposal for March recycling for $1,800 and from Miron Construction for work on the wastewater treatment plant for $1.5 million.

• Lifted the moratorium on permits to private companies to work in city right-of-way areas.

• Approved about 13 permit applications for utility work. An amendment to the original motion, to include specifications and guarantees for cleanup and restoration, which are pending in proposed city ordinances updates, was defeated by a vote of 3-2.

Public Works Director Colin Simpson delivered an update on the city staff's continuing research regarding providing fiber optic infrastructure for city broadband.

Jeff Newcomer was absent.



MONROE - In a meeting Tuesday, the City of Monroe Claims Committee:

• Recommended council approval to pay a claim of $409 from Jeffery Bennett for damage to a vehicle, received when a city employee lost control of a vehicle door while opening it and the wind blew it into the claimant's vehicle. The city insurance company recommended settling the claim in the amount requested.

• Denied a claim of $2,880 from Peter Mueller for damage to a basement in the 1100 block of 17th Avenue, allegedly caused by a sewer backup. The city insurance company recommended denial. Public Works Director Colin Simpson assured the committee that the sewer department's inspection and maintenance standards program were being met. For this incident, the water main was flushed and found to be clear. City workers found a partial obstruction in a lateral pipe, for which the city was found to be not responsible.



MONROE - In a meeting Tuesday, the City of Monroe Finance and Taxation Committee:

• Recommended council approval to make a donation of $250 to the American Legion to offset expenses for the Memorial Day parade and related activities.

• Approved changes to city set-aside funds policy.

• Postponed action on approving a study of public safety management in the police department. Committee members wanted information on similar studies done in other cities and what those municipalities did with the results. The proposed study would cost about $35,000 and was not included in the 2014 budget.

MONROE - In a meeting Tuesday, the City of Monroe Common Council:

• Dissolved the Ad Hoc Parking Ramp Committee, as requested by Mayor Bill Ross.

• Confirmed the mayoral appointment of Charles Schuringa to fulfill the unexpired term of Charles Koch as a citizen member of the Plan Commission to end on April 30, 2016.

• Approved all items on the consent agenda: Authorizing $1.99 Million to pay bills; granting miscellaneous licenses; and approving a temporary Class "B" beer license for St. Clare Parish for Fiesta Latina Event.

• Set a public hearing for May 20 for changes to the city code regarding the regulation of sound.

• Denied a claim from Peter Mueller for $2,880, for damages to a basement at 1113 17th Ave.

• Approved special event permits for Bullet's Restaurant Car and Motorcycle Rally; Kutter Harley Davidson Open House; American Legion Zilmer-Riley Post 84 Memorial Day Parade and Service; Monroe Chamber of Commerce Market on the Square series; Main Street Monroe Concerts on the Square series; and Main Street Monroe Cars on the Square series.

• Granting a temporary Class "B" beer license to Juda ForeFathers in conjunction with an outdoor beer garden for Kutter Open House.

• Approved amending the description of the premises licensed for a "Class B" beer and liquor license issued to Vince's Restaurant and Pizzeria, LLC to add an outdoor beer garden.

• Set a schedule for the council to meet as a committee of the whole to plan for the downtown parking ramp replacement, and heard from Craig Patchin on possible ideas for a mixed-used, public-private approach to consider.

Mayor Bill Ross proclaimed May 16 as Poppy Day in Monroe.

Dick Cates, a candidate for Wisconsin 55th Assembly District, spoke to the council about his connections and gratitude to the community.

Alderman Charles Koch requested longer lead time between committee meetings and council meetings to review information on issues being considered.

Alderman Tom Miller announced the transition to the new airport terminal and plans for a ribbon cutting ceremony in August are underway.

Alderman Jeff Newcomer was absent.
