MONROE - In a meeting Tuesday, the City of Monroe Finance and Taxation Committee:
- Considered a request for a monetary donation to Family Promise of Green County to be used for temporary shelter for homeless. The issue will be taken up at budget time.
- Began the budget process, by setting a 0 percent increase for department heads to follow in completing their budget requests for 2012, and implemented a priority/project-based budgeting process for the Recreation Department, on a trial basis. Other departments will be asked to try the process in future years.
MONROE - In a meeting Tuesday, the City of Monroe Common Council:
- Confirmed the mayoral re-appointment of Brian Saugstad and Barb Moser to the Board of Park and Recreation Commissioners for 3-year terms, ending June 30, 2014.
- Voted unanimously to change the city code to allow billboards as a conditional use in residential and business zoned districts.
- Voted unanimously to repeal an earlier ordinance that allowed taxpayers a 60-day extension before meeting with the Board of Review. The move was necessary to meet changes in state laws. A 2007 state law gave municipalities the option of passing an ordinance to allow the 60-day extension, but the Wisconsin Supreme Court has found the option prevented taxpayers from contesting their refund action cases in court, violating the Equal Protection Clause.
- Set a public hearing date of July 5 for an ordinance making changes to the city ward and county supervisory district boundaries to accommodate a population shift, according to the 2010 U. S. census.
- Set a public hearing date of July 5 for an ordinance changing the wording of the election of Monroe Common Council aldermen from ward-specific to at-large.
- Set a public hearing date of July 5, 2011, for a city charter ordinance changing the election of aldermen to an at-large structure.
- Approved $760,000 to pay bills.
- Approved special events for the Monroe Park and Recreation Department Independence Day Celebration, 8 a.m. to 11 p.m. July 4, at Twining Park and for the Main Street Monroe Children's Fair "Welcome to the Jungle," 7 a.m. to 3 p.m. June 25, downtown.
- Granted miscellaneous licenses.
- Granted a temporary class "B" beer license for Green County Pork Producers.
- Granted renewals of numerous liquor, beers and dance licenses.
- Approved the 2010 DNR compliance maintenance annual report for the wastewater treatment facility.
