MONROE - At a meeting Monday, the City of Monroe Salary and Personnel Committee:

• Approved changes to the employee policy manual for calculating employee time off for holidays.

• Received an update from the city administrator on the development of a performance evaluation process and template for conducting annual employee reviews.

• Went into closed sessions to discuss bargaining and negotiations strategies in the upcoming AFSCME contract renewal.

MONROE - At a meeting Monday, the City of Monroe Judiciary and Ordinance Review Committee:

• Recommended to the council an ordinance that would prohibit city officials from disclosing information discussed debated or acted upon in a closed session of council or its standing committees.

MONROE - In a meeting Monday, the City of Monroe Public Safety Committee:

• Approved long-term, amplified sound permits for Kwik Trip Inc. and Walmart.

• Recommended council approval of Monroe Park and Recreation Department's Independence Day Celebration from 8 a.m. to 11 p.m. July 4 at Twining Park.

• Discussed options for increasing pedestrian safety at 14th Avenue and 13th Street. City staff will review the options and make recommendations at a future meeting.



MONROE - At a meeting Monday, the City of Monroe Board of Public Works:

• Approved for payment bills from Fehr Graham for $103 for state specifications of paint samples; Fischl Construction Corporation for $7,000 for Badger State Trail head facility; Excel Cleaning and Building Maintenance Inc. for $18,000 for parking ramp work; Whitney Tree Service for $9,000 for tree and stump removal and trimming; Advanced Disposal for $2,055 for April recycling.

• Approved postponing sidewalk installation prior to issuance of an occupancy permit for Quest Industrial, until sidewalks are installed in the adjoining areas of the north industrial park.

• Reviewed the DNR-required wastewater treatment plant annual maintenance report for 2013 and recommended council approval. Recent upgrades to the facility resulted in all sections of the reports receiving a grade of A. As part of DNR requirements, the City of Monroe Board of Public Works must approve the report prior to final submission to the state.

• Approved the design concept for wayfinding street signs. Pricing for the signs and funding options will be discussed at a future meeting.

• Discussed the rights of a utility using the easement property and the rights of the property owners and getting proper notification to property owners.

• Discussed with members of the Green County Solid Waste Management and the county's transfer station staff the city's costs and use of the station and its participation in a new five-year contract.

• Went into closed session to confer with City Attorney Rex Ewald and Public Works Director Colin Simpson about potential legal action against city and/or AECOM. AECOM in Middleton was hired as the engineering and project managers for the wastewater treatment plant upgrades project.
